Creates a 50% tax credit to a maximum of $250,000 for costs involved in projects that provide housing for low-income and very-low-income residents.
Increases the pesticide licensing fee and requires annual renewal of the license. Amends authorized uses for moneys in the pesticide use revolving fund. Requires memorandum of understanding between the department of agriculture and the University of Hawaii college of tropical agriculture and human resources regarding the expenditure of funds from the pesticide use revolving fund and a report to the legislature. Establishes an environmental toxicologist position within the department of agriculture and a pesticide extension specialist, through a contract with the department of agriculture, within the University of Hawaii college of tropical agriculture and human resources. Appropriates funds out of the pesticide use revolving fund for specific purposes.
Exempts veterans who are establishing certain new business entities in this State or registering for a trade name from all registration fees for a period of four years from the filing date of the business entity or trade name registration.
Requires the DOE, in collaboration and consultation with DBEDT, DLIR, and UH, to develop and implement a K-12 curriculum to career pipeline initiative to ensure that the State's public school students are adequately trained and prepared to enter the State's workforce upon graduation from high school. Clarifies the scope of the private trade, vocational, and technical school licensure program within the department of education. Establishes a licensing fee to ensure the sustainability of the licensure program. Establishes a license renewal process and fee. Creates the private trade, vocational, and technical school licensure special fund. Appropriates moneys for one full-time equivalent position within the department of education to administer licensing. (CD1)
Requires that peer reviews performed on public accounting firms are performed in accordance with the entirety of the Statements on Standards for Attestation Engagements adopted by the American Institute of Certified Public Accountants. (CD1)

Requires DLNR to submit proposed legislation to the legislature by the 2019 regular session including a definition of "sustainable", a policy for sustainable collection practices of near shore aquatic life, a process for determining limits on collection practices of near shore aquatic life, and any additional resources required by the department. Prohibits issuance of new aquarium permits. Prohibits transfer of current permits subject to certain provisions. Prohibits renewal of permits that have not been renewed for five or more years. (CD1)
Authorizes pharmacists to administer the human papillomavirus, Tdap (tetanus, diphtheria, pertussis), meningococcal, or influenza vaccine to persons between eleven and seventeen years of age. Specifies requirements pharmacists must meet prior to administering the human papillomavirus, Tdap (tetanus, diphtheria, pertussis), meningococcal, or influenza vaccine. (CD1)
