MAKING AN APPROPRIATION FOR THE OFFICE OF THE LONG-TERM CARE OMBUDSMAN PROGRAM.

Appropriates funds to support the Long-Term Care Ombudsman Program on Oahu by establishing one full-time equivalent (1.00 FTE) permanent program specialist IV position for the City and County of Honolulu and for contracted services through the Office of the Long-Term Care Ombudsman in the counties of Hawaii, Kauai, and Maui. RELATING TO ECONOMIC DEVELOPMENT.

Establishes a Kapolei jobs initiative pilot program that offers incentives to increase the number of businesses willing to establish themselves or open a new location in the Kapolei region. Establishes a tax credit, until 12/31/2024, as part of the Kapolei jobs initiative pilot program.

RELATING TO INFORMATION PRACTICES.

Repeals the provision of the Uniform Information Practices Act that prohibits the disclosure of certain information regarding misconduct by a county police department officer if the misconduct only resulted in the suspension of the officer.

RELATING TO EDUCATION.

Allows for several factors to be weighted for the weighted student formula including but not limited to student characteristics, enrollment trends, and optimal student-teacher ratios. Requires the committee on weights to incorporate into the weighted student formula weights that account for special education teachers and support staff, enrollment increases, and the optimal student-teacher ratio at each grade level.

RELATING TO FOOD LABELING.

Establishes, beginning January 1, 2018, labeling requirements for any food or raw agricultural commodity sold in the State that contains a genetically engineered material, or was produced with a genetically engineered material; establishes exceptions; establishes violations; requires director of health to adopt rules.
