Requires the managing agent, resident manager, or board to keep an accurate and current list of each member of the association, and any vendee under an agreement of sale, including electronic mail addresses. Requires that a copy of the member list, including electronic mail addresses, shall be available, at cost, to any unit owner or owner's authorized agent, under certain circumstances.

Amends the powers and duties of the Hawaii teacher standards board to authorize the issuance of certificates for teachers at private schools and extending the expiration dates for licenses, permits, and certificates when a state of emergency is declared under section 127A-14, Hawaii Revised Statutes. Allows the department of education and charter schools to employ emergency hires for more than three years if authorized by the Hawaii teacher standards board. (HD2)
Repeals the minimum age requirement to obtain a civil identification card in the State.
Prohibits intentionally or knowingly manufacturing, importing, installing, reinstalling, distributing, selling, or offering for sale any counterfeit supplemental restraint system component, nonfunctional air bag, or air bag that does not meet federal safety requirements, with the intent that such device replace an air bag in any air-bag-required motor vehicle. Prohibits intentionally or knowingly selling, offering for sale, installing, or reinstalling in an air-bag-required motor vehicle any device that causes the air-bag-required motor vehicle's diagnostic systems to fail to warn that an air bag is not installed or the air-bag-required motor vehicle is equipped with a counterfeit supplemental restraint system component or nonfunctional air bag, as applicable. Appropriates funds to the Hawaii Technology Development Corporation for the Hawaii Small Business Innovation Research Program, Manufacturing Assistance Program, and Excelerator Program. Establishes and appropriates funds for a working group to develop a strategic plan for a climate innovation technology park to be located at Coconut Island and to recommend other opportunities for the State to invest in technology to combat climate change. Establishes an offense of knowingly capturing, possessing, abusing, entangling, or killing a shark in state marine waters, along with penalties and fines. Provides certain exemptions. (HD1)
Prohibits the abandonment of lay nets used for fishing. Authorizes DLNR to issue permits for the use and possession of lay nets. Requires DLNR to establish a comprehensive, statewide lay net education and enforcement program. (SB1371 HD1)
Transitions from lump sum deferred deposit transactions to installment-based small dollar loan transactions. Specifies various consumer protection requirements for small dollar loans. Beginning 1/1/2020, requires licensure for small dollar lenders that offer small dollar loans to consumers. Specifies licensing requirements for small dollar lenders. Authorizes the division of financial institutions to appoint 2.0 FTE examiner positions, funded via the compliance resolution fund, to carry out the purposes of the small dollar installment loan program. Requires check cashers to be registered with DCCA and to offer a voluntary payment plan to customers under certain circumstances. Establishes the terms of voluntary payment plans. Clarifies that a customer may only have one outstanding deferred deposit transaction from any source. Amends notices to customers required of check cashers. Removes the exemption for persons engaged in the bona fide retail sale of goods or services. Requires the Auditor to conduct a sunrise analysis of the regulation of payday lenders and deferred deposit agreements in the State. (SB537 HD3)
