Clarifies that a taxpayer may claim the important agricultural land qualified agricultural cost tax credit no earlier than the third taxable year after application for first-year certification of the credit. Extends the time that the department of agriculture may certify the important agricultural land qualified agricultural costs tax credit from 12/31/2021 to 12/31/2030. Applies to taxable years beginning after 12/31/2021. Effective 7/1/2050. (SD2)
Requires the Hawaii department of agriculture and agribusiness development corporation to annually lease at least 50% of land leased or up for lease renewal to operations whose primary business is, or supports, local food production beginning 1/1/2022. Requires the Hawaii department of agriculture and agribusiness development corporation to submit reports to the legislature on leasing activities. Requires the agribusiness development corporation and its board of directors to implement by 1/1/2023 the recommendations in the State Auditor's Report No. 21-01 and requires a progress report to the 2022 legislature and a final report by 12/31/2023. Creates a task force jointly convened by the department of transportation and department of business, economic development, and tourism to provide equitable broadband access for historically marginalized, unserved, and underserved rural communities. Requires the task force to apply for federal moneys for broadband access. Requires the departments' report to include the findings of the task force and an accounting of amounts received from the CARES Act and Emergency Coronavirus Relief Act of 2020 and grants disbursed by the State for broadband infrastructure for rural communities. Directs the Department of Human Resources Development to convene a working group of stakeholders to update and create policies and procedures relating to telework and alternative work schedules to address the caregiving responsibilities and other needs of state employees and submit a report on its proposed telework and alternative work schedule policies and procedures, including any recommendations on proposed legislation or specific budget requests, to the Legislature no later than 20 days prior to the convening of the Regular Session of 2022. Requires departments to adopt Department of Human Resources Development policies that permit state employees to telework while caregiving during the COVID-19 pandemic. Effective 7/1/2050. (SD2)
Authorizes the director of taxation to exempt a taxpayer whose annual general excise tax liability does not exceed $100 from monthly, quarterly, or semiannual general excise tax filing requirements; provided that the taxpayer files an annual return. Applies to taxable years beginning after 12/31/2021. (SD1)
