Establishes a temporary food security task force at the national disaster preparedness training center at the University of Hawaii to develop an emergency food plan that addresses certain food security issues resulting from an emergency, catastrophic event, or quarantine. Makes an appropriation.
Defines emergency shelter to mean a homeless facility designed to provide temporary shelter and services to homeless families or individuals. Allows homeless shelter stipends to be adjusted at the end of each year based upon achievement of performance measures. Requires homeless shelters to have no fewer than one shower, one sink, and one toilet per twenty-five residents and the minimum area of each partitioned space to be determined by the number of residents and capacity of the shelter. Authorizes, rather than mandates, that emergency shelters have partitioned space for each homeless family or individual that provides separation from other homeless families or individuals in the shelter. Establishes that the storage space at a homeless shelter shall be determined by each shelter's space availability. Removes DHS's authority to require shelters to comply with additional requirements. Specifies that ten per cent of general excise tax revenues collected from medical marijuana dispensaries and ten per cent of gross income generated by each entity that holds a medical marijuana dispensary license shall be allocated to the mental health and substance abuse special fund. Authorizes moneys in the mental health and substance abuse special fund to be used for the payment of the operating expenses of mental health and substance abuse programs operated by the State. (SD1)
Appropriates funds for a state civil service position to effectively track and monitor funds and expenditures related to habitat conservation plans and perform other tasks to benefit the recovery of threatened and endangered species.
Requires the driver of a vehicle overtaking a bicyclist to allow at least a three-foot separation between the driver's vehicle and the bicyclist. Allows a driver of a vehicle to overtake a bicyclist in a no passing zone when overtaking the bicyclist can be done safely.
Requires all motorized recreational vessels operating in nearshore waters to have properly functioning propeller guards. Takes effect on 01/01/2018.
Appropriates moneys for twelve permanent full-time equivalent positions in the vector control branch of the department of health.
Establishes and appropriates funds for a regional nutrient cycling pilot program on Maui. Requires DOA to report on the efficacy of the pilot project. (SD1)
Appropriates funds for one full-time equivalent program coordinator and one full-time equivalent inspector position within department of agriculture, and program operations for the industrial hemp program. (SD1)
