Establishes the compacts of Free Association Census Task Force within the Department of Human Services to conduct a census of COFA residents in Hawaii.
Authorizes lands under the jurisdiction of the Department of Agriculture to be leased or used for pet animal sanctuaries; provided that the pet animal sanctuary provides a public benefit.
Establishes statewide goals for solid waste reduction and organic waste diversion. Requires each county to incorporate into its next integrated solid waste management plan revision a plan to reduce all organic waste produced within the county by facilities generating more than a specified amount of organic waste per year in alignment with established state benchmarks. Appropriates funds.
Appropriates funds for a three-year continuation of the wind-generated storm damage reef-insurance policy purchased by The Nature Conservancy in November 2022.
Creates license plates to honor veterans of the Iraq and Afghanistan Conflicts.
Requires the Public Access Room to establish and maintain an outreach and engagement program for primary, secondary, post-secondary, and community education and appropriates funds for one full-time equivalent (1.0 FTE) position to assist in effectuating this requirement. Requires the Department of Education and University of Hawaii to assign appropriate staff to coordinate with the Public Access Room with respect to the outreach and engagement program. Requires the licensing of sellers of ammunition, and for the identification and proper permitting of purchasers or possessors of ammunition. Regulates ammunition in the same manner that firearms are regulated.
Increases the minimum classroom instruction time for state certified or National Rifle Association certified firearm safety courses from four to fourteen hours. Requires firearm safety courses to include additional subject matter. Requires applicants for a license to carry a concealed firearm to pass a written test, participate in an in person interview, and provide information to demonstrate that the applicant is of good moral character and sufficient mental competence.
Establishes an organic foods production tax credit for farmers investing into the organic certification process.
Establishes standards for the collection, storage, retention, and destruction of biometric identifiers and biometric information by private entities.
