RELATING TO VESSELS.

Authorizes the Director of Transportation to adopt rules that regulate and limit noise from vessels at harbors, ports, roadsteads, docks, wharves, piers, quays, bulkheads, and landings of the State. Takes effect 7/1/2050. (SD1)

RELATING TO WATER POLLUTION.

Requires a landowner in possession of 10,000 or more acres to be liable for damages and fines arising from runoff originating on the land and entering into state waters or onto state lands. Requires the Department of Health to adopt rules as necessary for the purposes of this provision.

RELATING TO PROHIBITION OF FIREARMS ON SCHOOL PROPERTY.

Prohibits the possession of firearms on school property and school buses and at school-sponsored functions. Exempts certain law enforcement officers and instructors and participants of certain educational or training programs. Establishes that violators are guilty of a class B felony. Requires children enrolled in school who are in violation to be excluded from school attendance for not less than one year. Defines school, school bus, school property, and school-sponsored function.

RELATING TO THE ESTABLISHMENT OF A HEMP TASK FORCE.

Establishes a Hawaii Hemp Task Force to inform public policy and identify methods and actions to best support Hawaii agriculture and build a hemp industry to support rural economic development.

RELATING TO PRIVACY.

Modernizes the definition of "personal information" for the purposes of notifying affected persons of data and security breaches. Includes licensees subject to the Insurance Data Security Law pursuant to article 3B, chapter 431, Hawaii Revised Statutes, among the businesses deemed compliant with the chapter's security breach notice requirements. RELATING TO PUBLIC PARKING AT ALA WAI BOAT HARBOR.

Requires the maintenance of at least three hundred parking stalls at Ala Wai Boat Harbor at no cost for recreational ocean access and for the practice of traditional and customary Native Hawaiian rights. Effective 7/1/2050. (SD1)

RELATING TO PRESCRIPTION DIGITAL THERAPEUTICS.

Requires the Department of Health to conduct a study to determine the feasibility of implementing a pilot program to integrate prescription digital therapeutic products approved by the federal Food and Drug Administration in outpatient treatment programs for persons with substance use disorder and persons with opioid use disorder in the State. Requires a report to the Legislature. Effective 12/31/2050. (SD1)

RELATING TO CARBON OFFSETS.

Establishes procedures for the Department of Transportation to assist and enable a person to voluntarily purchase a verified carbon offset for carbon dioxide emissions resulting from the person's air travel to or from an airport in the State. Requires revenue generated from carbon offsets to be directed to the Department of Land and Natural Resources for tree planting or other initiatives that proportionally increase carbon sequestration. RELATING TO LABOR STANDARDS AT HEALTH CARE FACILITIES.

Establish certain minimum staff-to-patient ratios for hospitals, care homes, and dialysis facilities. Requires hospitals to create hospital staffing committees and staffing plans. Establishes certain meal break, rest break, and overtime provisions applicable to health care personnel at hospitals, care homes, and dialysis facilities. Appropriates moneys to the Department of Labor and Industrial Relations for implementation and enforcement.
