Sets the amount of the employer contribution to the Hawaiʻi employer-union health benefits trust fund as a fixed percentage of the health benefits plan or life insurance plan premium cost. Makes conforming amendments to remove the amount of contributions by the State and counties to the Hawaiʻi employerunion health benefits trust fund from the scope of collective bargaining negotiations.
Establishes statewide goals for solid waste reduction and organic waste diversion. Requires each county to incorporate into its next integrated solid waste management plan revision a plan to reduce all organic waste produced within the county by facilities generating more than a specified amount of organic waste per year in alignment with established state benchmarks. Appropriates funds.
Specifies sensitive locations in which the carrying of firearms is restricted or prohibited. Authorizes, in certain circumstances, the carrying of firearms on private property. Specifies areas in which the carrying or possession of electric guns is restricted or prohibited. Imposes certain firearm storage requirements for individuals licensed to carry firearms. Requires the Department of the Attorney General to submit to the Legislature, over a 4-year period, semi-annual reports on the public carrying of firearms.
Prohibits the possession of firearms on school property and school buses and at school-sponsored functions. Exempts certain law enforcement officers and instructors and participants of certain educational or training programs. Establishes that violators are guilty of a class B felony. Requires children enrolled in school who are in violation to be excluded from school attendance for not less than one year. Defines school, school bus, school property, and school-sponsored function.
Establishes standards of conduct for firearm industry members. Authorizes the attorney general or any county attorney or public prosecutor to bring a civil action against a firearm industry member for violation of standards of conduct.
Exempts food supply chain businesses from permit or zoning requirements necessary for the installation of a renewable energy technology system or renewable energy storage system. Allows a food supply chain business to self-certify through licensed contractors for renewable energy technology systems and renewable energy storage systems used for its operations. Defines "food supply chain business" and "renewable energy storage system".
Effective January 1, 2025, requires all state- or county-owned parking lots in the State that contain public paid parking spaces to accept payment of parking fees by credit card and debit card. Requires all state- or county-owned parking meters in the State that collect parking fees for any public paid parking space to be maintained in working order to accept payment by credit card and debit card. Requires the department of accounting and general services and the counties to submit reports to the legislature. Defines motor vehicle, parking meter, and public parking space. Effective 7/1/2050. Establishes penalties for the failure to comply with a County Director of Finance's request that a vehicle number plate or special number plate be returned. Effective 3/22/2075. (SD1)
Requires firearms owners to obtain firearms insurance. Effective 1/1/2024.
