Prohibits any person from parking a vehicle or constructing or installing any parking stall abutting the curb or edge of vehicle travel way near a marked crosswalk on a public right of way along a road or highway.

Prohibits lodging establishments from providing personal care products in small plastic containers within sleeping room accommodations, any space within sleeping room accommodations, or bathrooms used by the public or guests. Establishes civil penalties.
Clarifying that persons whose driver's licenses have been revoked for certain alcohol-related offenses are required to undergo reexamination before the examiner of drivers may relicense the person.
Proposes a constitutional amendment to ensure that the basis to marriage shall not be denied or abridged on the basis of race or sex.
Prohibits civil asset forfeiture unless the covered offense is a felony for which the property owner has been convicted. Excludes the forfeiture proceedings for an animal pending criminal charges. Requires the Attorney General to deposit the net proceeds of the forfeited property to the credit of the state general fund.
Authorizes employees who are not working due to a strike, lockout, or other labor dispute to receive unemployment benefits if the Hawaiʻi Labor Relations Board determines that the employer has not made or is failing to make reasonable, timely, and good faith efforts to negotiate.

Prohibits any person from engaging in any activity that has the intent and effect of distracting drivers along streets, roadways, or other public property within 100 feet of an intersection.
