Prohibits foreign entities and foreign-influenced business entities from making contributions, expenditures, electioneering communications, or donations for election purposes. Requires every business entity that contributes or expends funds in a state election to file a statement of certification regarding its limited foreign influence. Requires noncandidate committees making only independent expenditures to obtain a statement of certification from each top contributor required to be listed in an advertisement. Effective 6/30/3000. Requires that Hawaiʻi Housing Finance and Development Corporation housing projects include a restrictive covenant that states that the units designated as affordable housing, as described in the submitted project application, shall remain as affordable housing in perpetuity. Effective 7/1/2050. (SD2)
Authorizes the state librarian to decline to conduct a requested review of an item within the Hawaiʻi State Public Library System collection if the item was previously reviewed by the system in good faith, the basis for the request is duplicative or substantially similar to the basis for the prior review, the response to the prior review was issued within the last year, and the state librarian determines that it is unlikely that the library's response would differ from response issued for the prior request.
Proposes to amend Article I of the Hawaiʻi State Constitution by establishing the right of each person to own and have an exclusive property right in the data they generate on the Internet.
Requires the Department of Health to post on its website separate reports for various visits, violations, plans, and confirmations the Department performs or issues of certain care facilities. Establishes deadlines for each report type. Requires the Department of Health to log all reports in a database designed for easy public posting. Requires all facilities inspected by the Department of Health to maintain certain records and notify the Executive Office on Aging, Office of the Long-Term Care Ombudsman, and appropriate county offices on aging of initial inspection visit dates.
Authorizes the Department of Land and Natural Resources to adopt rules to prevent and respond to the introduction of aquatic nuisance species from discharges incidental to the normal operation of a vessel and reflect the relationship between the federal Vessel Incidental Discharge Act of 2018, as amended, and state law.
Requires the department of transportation to perform routine inspections of highways in the state highway system that are at risk of rockslides every five years and after major rainfall events.
Requires manufacturers of powered medical equipment to make available to powered medical equipment owners and independent repair providers parts, equipment, tools, documentation, and training courses and materials. Requires manufacturers to provide tools to repair equipment having a cost greater than or equal to $100. Creates a right of action by the Attorney General for certain violations of the State's medical device right to repair laws.
Establishes that noise generated by helicopters in excess of a certain decibel level constitutes a public nuisance and a source of noise pollution in violation of the State's noise pollution law. Establishes fines and a private right of action for individuals to sue helicopter owners and operators for committing a public nuisance. Establishes exceptions. Effective 7/1/2050. (SD1)
Specifies that a public servant convicted of the offense of bribery shall be sentenced to pay a fine of up to $250,000, in addition to a sentence of imprisonment or probation. Requires the Commission on Salaries to consider certain factors to retain qualified individuals and deter corruption and bribery. Amends the effective dates of recommended salary increases.
