RELATING TO TRANSPORTATION.

Allows the Director of Transportation to exempt certain ground transportation facility projects from historic preservation review and the environmental impact statement law, subject to certain conditions.

RELATING TO HOMELESSNESS.

Establishes the Homeless Employment Grant Program, a three-year pilot program, that provides homeless individuals with work opportunities and connects them with service providers. Requires the Department of Human Services to report to the Legislature. Declares that the general fund expenditure is exceeded. Makes an appropriation.

RELATING TO PROPERTY FORFEITURE.

Restricts civil asset forfeiture to cases involving the commission of a felony offense where the property owner has been convicted of an underlying felony offense. Directs forfeiture proceeds to the general fund. Amends the allowable expenses for moneys in the Criminal Forfeiture Fund. Requires the Attorney General to adopt rules necessary to carry out the purpose of the Hawaiʻi Omnibus Criminal Forfeiture Act. Amends the deadline for the Attorney General to report to the Legislature on the use of the Hawaiʻi Omnibus Criminal Forfeiture Act. Limits the transfer of certain forfeiture property to federal agencies. Establishes records requirements. (SD1)

RELATING TO MOPEDS.

Establishes a fee on the sale of new combustion engine-powered mopeds. Requires that all fees collected from the sale of combustion engine-powered mopeds be deposited into the Electric Moped Rebate Program Special Fund.

RELATING TO LIBRARIES.

Authorizes the state librarian to decline to conduct a requested review of an item within the Hawaiʻi State Public Library System collection if the item was previously reviewed by the system in good faith, the basis for the request is duplicative or substantially similar to the basis for the prior review, the response to the prior review was issued within the last year, and the state librarian determines that it is unlikely that the library's response would differ from response issued for the prior request.
