Repeals the changes made to agricultural and aquacultural building permit requirements in Act 203, SLH 2013, to ensure that Hawaii's communities are not suspended from participation in the NFIP.

Creates and appropriates funds for Erin's Law Task Force to review policies, programs, and curricula for educating public school students about sexual abuse and sex trafficking prevention, and report recommendations for the establishment of a program to educate public school children on sexual abuse prevention through age appropriate curricula.
Allows individuals to pay student loan debt with pre-tax income.
Requires all places of public accommodation constructed or substantially modified after June 30, 2017 to provide baby diaper-changing accommodations that are equally accessible to men and women.
Authorizes the Department of Land and Natural Resources to use in-lieu fee mitigation to restore, create, enhance, or preserve aquatic habitats or resources as compensatory mitigation. Establishes an aquatic mitigation bank special fund and aquatic in-lieu fee mitigation special fund.
Defines political signs. Fines candidate committees and noncandidate committees whose political signs are found on state property or highways.
Allows parties to a marriage or civil union to choose any middle or last name to use upon the marriage or civil union.

Expands the required qualifications that applicants may fulfill as part of the requirements for dental licensure to include passage of other examinations substantively similar to ADEX and dental licensure in another state, along with other qualifications.
Changes the name of the Board of Dental Examiners to the Board of Dentistry and Dental Hygiene (Board). Beginning on 7/1/2018, changes the Board composition by increasing dental hygienist representation and ensuring Oahu and neighbor island representation among dental hygienist members. Allows neighbor island Board members to attend meetings via teleconference. Requires the Board to develop conflict of interest policies for Board member participation with dental examination companies and to submit a report to the Legislature prior to the 2018 Regular Session on the status of the policy.
