Requires the Hawaii Public Housing Authority to establish trust accounts to provide matching funds to tenants who rent dwelling units. Specifies tenancy termination requirements. Prohibits the remote sale and distribution of cigarettes and tobacco products, including electronic smoking devices, to any person in the State other than a licensed wholesaler or dealer or a permit-holding tobacco product retailer. Makes violation of the prohibition a class C felony. (HB1495 HD1)

Reduces mortgage loan servicer licensing fees and relicensing fees for nonprofit organizations. Exempts nonprofit organizations and their employees, who are already exempt from licensure and registration as mortgage loan originators, from regulation as mortgage loan servicers. Imposes an excise tax on e-liquid sold by a wholesaler or dealer. Requires retailers engaged in the retail sale of cigarettes, tobacco products, electronic smoking devices, or eliquid to obtain a retail tobacco permit. Increases the license fee for wholesalers or dealers of these products. Increases the retail tobacco permit fee for retailers of these products. Effective January 1, 2018. (HB246 HD1)
Amends the definition of eligible project loan to include rent-to-own housing. Requires HHFDC to implement the Homebuyer's Club and Rent-to-own Housing Programs. Authorizes the issuance of revenue bonds to finance HHFDC programs.
Increases the fines for first time and subsequent violations that may be assessed for the unauthorized or improper use of a parking space reserved for persons with disabilities.
Requires the Department of Health to establish a working group to develop environmental management measures for State-owned lands.
