RELATING TO HARBOR SAFETY.

Requires the Department of Transportation to require that the securing of mooring lines from vessels to commercial docks, wharves, piers, quays, and landings be performed by labor subject to collective bargaining. Sunsets 7/1/2028. Effective 7/1/3000. (HD1)

RELATING TO SUBMISSION DEADLINES.

Requires the Governor and state agencies to recommend a date by which statutorily required reports must be submitted to the Legislature, and to identify any reports that should not be subject to that uniform date and the reasons therefor. Requires the Governor to propose legislation to implement the proposed deadline and streamline existing reporting requirements by repealing or consolidating any duplicative, obsolete, or extraneous reports. RELATING TO PROFESSIONAL LICENSURE.

Requires the Department of Commerce and Consumer Affairs to revoke the licenses of architects who have been, or caused a government employee to be, convicted of a criminal offense involving the acceptance of a bribe. Effective 7/1/3000. (HD1)

RELATING TO BUDGET-RELATED SUBMISSIONS TO THE LEGISLATURE.

Authorizes the legislature, upon the agreement of form by the speaker of the house of representatives and the president of the senate, to specify the form in which the proposed budgets of the executive branch, judicial branch, and office of Hawaiian affairs are submitted to the legislature. Requires the executive branch, judicial branch, and office of Hawaiian affairs to conform no later than 12/1/2023. Effective 6/30/3000. (HD1)

RELATING TO CAMPAIGN FINANCE.

Amends the prohibition against foreign nationals and foreign corporations making campaign finance contributions and expenditures. Requires every business entity that contributes or expends funds in a state election to file a statement of certification regarding its limited foreign influence. Requires noncandidate committees making only independent expenditures to obtain a statement of certification from each top contributor required to be listed in an advertisement. Effective 1/1/3000. RELATING TO PRIVACY.

Adds definitions of "identifier" and "specified data element" and amends the definition of "personal information" for the purposes of notifying affected persons of data and security breaches under existing state law that governs the security breach of personal information. Includes licensees subject to the Insurance Data Security Law among the businesses deemed compliant with security breach notice requirements under existing state law. Effective 7/1/3000. (HD1)

RELATING TO GREENHOUSE GAS EMISSIONS.
