RELATING TO PRIVATE FLIGHT SCHOOLS.

Requires the Department of Education to authorize private flight schools that: (1) are physically present in the State; (2) are certified by the Federal Aviation Administration; (3) offer flight instructor certificates; (4) request authorization; and (5) meet other requirements established by the rules of the Department. RELATING TO THE CREATIVE MEDIA INDUSTRY.

Establishes the Hawaii Creative Industries Advisory Group while retaining the Film Industry Branch and Creative Industries Division of DBEDT. Repeals the Hawaii Television and Film Development Board along with the grant and venture capital programs that were implemented by the Board. Renames the Hawaii Television and Film Development Special Fund as the Creative Media and Film Infrastructure Special Fund. Expands funding sources for the Creative Media and Film Infrastructure Special Fund to support creative industries development within DBEDT. Amends the purposes for which the Creative Media and Film Infrastructure Special Fund may be used. Provides general excise and use tax exemptions for operations and improvements of the Hawaii Film Studio. Requires the University of Hawaii and DBEDT to report to the legislature. RELATING TO COMPOSTING.

RELATING TO CHILD SUPPORT.

Requires certain amounts of child support moneys collected by the Department of Human Services (DHS) for public assistance of a child to pass through to the family receiving the public assistance. Requires DHS to disregard passed through child support payments when determining the needs of an applicant for or recipient of public assistance. Appropriates funds. Takes effect 1/1/2075. (SD1)

RELATING TO ENERGY.

Authorizes the issuance of revenue bonds pursuant to part III of chapter 39, HRS, and appropriates funds to the high technology development corporation for the purpose of constructing an electrolysis hydrogen production, storage, and dispensing facility to be managed by the Hawaii center for advanced transportation technologies. Appropriates funds. Establishes a demonstration project for building energy efficiency designs within the department of transportation until 6/30/2020. Requires all state buildings built or renovated after July 1, 2020, to incorporate certain energy efficient practices. Appropriates funds. Effective 7/1/2050. (SD1)

RELATING TO ENERGY TRAINING.

Requires the University of Hawaii community colleges to establish energy systems and technology training courses for county employees responsible for permitting, inspecting, licensing, and approving construction projects that contain renewable energy systems and related technology. Requires the establishment of a committee of industry stakeholders to collaborate with the University of Hawaii community colleges in developing appropriate training courses. Requires the University of Hawaii community colleges to submit a report to the legislature detailing its progress prior to the convening of the regular session of 2019. Appropriates funds.
