RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Establishes Transit-Oriented Development Community Districts within the Hawaii Community Development Authority (HCDA) to develop districts along certain rail stations in the Honolulu rail station transit corridor. Allows the HCDA to enter into public-private partnerships for a lease-back arrangement of lands.

RELATING TO PUBLIC HOUSING.

Requires the Hawaii Public Housing Authority to establish trust accounts to provide matching funds to tenants who rent dwelling units. Specifies tenancy termination requirements. Authorizes the issuance of general obligations bonds for capital improvement projects at state low-income housing projects. Appropriates funds. (HB868 HD1)

RELATING TO TIRE DISPOSAL.

Requires motor vehicle tire retailers to collect a refundable tire disposal deposit for each tire sold.

RELATING TO SPECIAL MANAGEMENT AREAS.

Adds a new definition of parked lunch wagons or food trucks to apply in special management areas. Amends the definition of development in a special management area to include placement of any structure. Amends the definition of structure in relation to shoreline setbacks to include parked lunch wagons or food trucks.

RELATING TO PRIVATE FLIGHT SCHOOLS.

Requires the Department of Education to authorize private flight schools that: (1) are physically present in the State; (2) are certified by the Federal Aviation Administration; (3) offer flight instructor certificates; (4) request authorization; and (5) meet other requirements established by the rules of the Department. RELATING TO DESECRATION.

Reduces the requisite state of mind for the criminal offense of desecration from "intentionally" to "knowingly". Simplifies the definition of "desecrate".

RELATING TO GUN VIOLENCE PROTECTIVE ORDERS.

Adds a new part to Chapter 134, HRS, to establish a detailed process allowing law enforcement officers and family or household members to obtain a court order to prevent a person from accessing firearms and ammunition where the person poses a danger of causing bodily injury to the person or another.

RELATING TO REMOTE TESTIMONY.

Establishes the Remote Testimony Task Force to develop procedures to make available remote testimony technology throughout the State that enables the public to testify remotely via the Internet during legislative proceedings. Requires the Legislature to adopt rules to establish remote testimony capability. Makes an appropriation. (HB1547 HD1)

RELATING TO ENERGY RATES.

Requires the Public Utilities Commission to establish a tiered energy savings rate structure for customers of electric utilities. Allows the Commission to establish discounted rates for low-income customers of electric utilities. Reforms the public benefits fee. Allows the fee to be used to benefit energy efficiency advancement for low- and middle-income ratepayers and for emergency energy workforce retraining and transition programs. Authorizes the department of taxation to disclose tax return information to the public utilities commission in accordance with the purposes of this Act and applies penalties for intentional disclosure of the tax return information. RELATING TO FIREARMS.

Requires a person licensed to sell firearms to report to police any unlawful attempt to purchase a firearm from the licensee.
