RELATING TO AFFORDABLE HOUSING.

Directs the Hawaii Housing Finance and Development Corporation or any appropriate entity of the State to initiate negotiations to keep the rental units of the Front Street Apartments on the island of Maui affordable or to acquire the property to provide affordable rents to households. RELATING TO AQUATIC HABITATS.

Authorizes the Department of Land and Natural Resources to use in-lieu fee mitigation to restore, create, enhance, or preserve aquatic habitats or resources as compensatory mitigation. Establishes an aquatic mitigation bank special fund and aquatic in-lieu fee mitigation special fund.

RELATING TO INSECTICIDE AND HERBICIDE USE.

RELATING TO WATER.

Requires an owner or prior owner of an abandoned well to repair or seal the well at the owner's or prior owner's expense. Appropriates funds for three new positions to assist DLNR with the inspection of abandoned wells, the enforcement of well construction and pump installation standards, and enforcement of well abandonment requirements. RELATING TO SIDEWALKS.

Establishes and funds a two-year pilot school sidewalk maintenance and repair program that requires counties to maintain and repair sidewalks in school zones or other areas of significant school related pedestrian traffic. Requires each county to report on the status of the pilot program.

RELATING TO RENEWABLE ENERGY.

Amends the definition of "renewable portfolio standard" to more accurately reflect the percentage of renewable energy penetration in the State. Establishes renewable portfolio standards and targets for gas utility companies that mirrors those set for electric utility companies. (HB903 HD1)
