Authorizes the counties to enact a 1% income tax surcharge on taxable personal incomes above $1,000,000 to address homelessness.
Requires the University of Hawaii community colleges to establish energy systems and technology training courses for county employees responsible for permitting, inspecting, licensing, and approving construction projects that contain renewable energy systems and related technology. Requires the establishment of a committee of industry stakeholders to collaborate with the University of Hawaii community colleges in developing appropriate training courses. Requires the University of Hawaii community colleges to submit a report to the legislature detailing its progress prior to the convening of the regular session of 2019. Appropriates funds. Amends the cesspool upgrade, conversion, or connection income tax credit by: (1) deleting the residential large capacity cesspool certification pilot program; and (2) expanding the definition of "qualified cesspool" to include cesspools that are certified for connection to an existing sewer system.
Establishes the offense of assault in the second degree if a person intentionally or knowingly causes bodily injury to a health care professional, as defined in section 451D-2, Hawaii Revised Statutes, who is engaged in the performance of duty at the time of the assault. (HB1484 HD2)
Changes the name of the Board of Dental Examiners to the Board of Dentistry and Dental Hygiene (Board). Beginning on 7/1/2018, changes the Board composition by increasing dental hygienist representation and ensuring Oahu and neighbor island representation among dental hygienist members. Allows neighbor island Board members to attend meetings via teleconference. Requires the Board to develop conflict of interest policies for Board member participation with dental examination companies and to submit a report to the Legislature prior to the 2018 Regular Session on the status of the policy.
Establishes the R.E.A.C.H (Resources for Enrichment, Athletics, Culture, and Health) Program to provide a standardized framework and funding for after-school programs in public middle and intermediate schools. Establishes a special fund to receive fees and other moneys to supplement the costs of administering and operating the R.E.A.C.H. Program. (HB385 HD1)
Authorizes persons 21 years of age or older to consume or possess limited amounts of marijuana for personal use. Provides for and requires the licensing of marijuana cultivation facilities, product manufacturing facilities, safety testing facilities, and retail stores. Subjects marijuana establishments to excise taxes and income taxes.
Requires operators of child care facilities, including family child care homes, group child care centers, and group child care homes, and infant and toddler child care centers that care for children one year of age or younger to implement and maintain safe sleep policies to prevent sudden unexpected infant deaths and sudden infant death syndrome in accordance with rules adopted by the Department of Human Services.
Requires the department of agriculture to establish a two-year agricultural theft and vandalism pilot project to examine the effectiveness of prosecuting agricultural theft and agricultural vandalism in the county of Hawaii. Appropriates funds. (SD1)
