Makes the earned income tax credit refundable in twelve monthly payments, unless the taxpayer opts to receive the refund in a lump sum. Creates a subaccount in the tax reserve fund for refunds of the earned income tax credit.

Authorizes the Land Use Commission to compel any public agency to comply with its duties, responsibilities, and statutory requirements regarding conservation districts.

Authorizes the Hawaii Technology Development Corporation to issue special purpose revenue bonds in its name to finance the costs of a geothermal industrial park near a new or existing geothermal power source for the purpose of creating economic opportunity for energy intensive industries engaged in commerce.
Increases the minimum wage to $12.25 per hour in 2019 and $15 per hour in 2020. Repeals language allowing the hourly wage of a tipped employee to be increased on account of tips. Requires the department of labor and industrial relations to annually calculate the adjusted minimum wage rate to the nearest five cents using the Honolulu region CPI-W.
Establishes standards for medical cannabis testing and certification.
Prohibits the sale of sunscreen or personal care products that contain oxybenzone or octinoxate in Hawaii, beginning 1/1/2023.
