RELATING TO PHARMACISTS.

Mandates reimbursement for services provided by participating registered pharmacists practicing within their scope of practice by private and public health plans in the State after 7/1/2026.

RELATING TO WORKERS' COMPENSATION.

Creates a presumption for workers' compensation purposes that diseases of the heart in firefighters and law enforcement officers were proximately caused by and resulted from the nature of the person's employment if certain conditions are met. Exempts injuries caused by disease of the heart from certain time limitations applicable to workers' compensation claims. Establishes a process for regular physical examinations of firefighters and law enforcement officers to reduce heart disease risks.

RELATING TO TRANSPORTATION.

Designates student transportation as critical infrastructure and a critical service for Hawaii's public education system. Requires all school bus contracts between the State and the contractor to include certain standards, performance metrics, and accountability requirements to prevent service disruptions.

RELATING TO TRANSPORTATION.

Requires each county, in collaboration with the Department of Transportation to establish a Summer Streets Pilot Program that closes vehicular traffic and repurposes roads for pedestrian and cyclist use, outdoor events, and other community-driven activities. Requires each county to submit an initial proposal to the Director of Transportation. Appropriates funds. Effective 7/1/2050. (SD1)

RELATING TO AIRCRAFT.

RELATING TO EXPUNGEMENT OF CRIMINAL RECORDS.

Establishes the Clean Slate Expungement Task Force to develop a state-initiated record clearing program. Requires the Task Force to submit reports to the Legislature. (HD1)

RELATING TO SEXUAL ABUSE OF MINORS.

Expands the time period by which a civil action for childhood sexual abuse committed on or after July 1, 2024, may be initiated. Authorizes a court to require personnel of legal entities to undergo training on trauma-informed response. (CD1)

RELATING TO THE ENVIRONMENT.

Prohibits the mining, extraction, and removal of minerals from the seabed in all state marine waters, with certain exemptions. Prohibits the issuance of any permit for or in connection with the development or operation of any facility or infrastructure associated with the mining, extraction, or removal of minerals from the seabed within state marine waters. RELATING TO STATES OF EMERGENCY.

Establishes the offense of charitable fraud during a state of emergency. Provides that a person commits charitable fraud during a state of emergency if that person, during a state of emergency proclaimed by the Governor, performs certain deceptive acts or practices in connection with the solicitation of a contribution to assist persons affected by a disaster or emergency. RELATING TO TRANSPORTATION.

Requires the Department of Transportation or county transportation agency having jurisdiction over roads, highways, or similar infrastructure to evaluate high-risk or dangerous corridors or intersections and plan strategies for mitigation. Provides that an engineering study is not required to be considered if the Department of Transportation or any county decreases maximum speed limits within one mile of a school. (CD1)
