RELATING TO TRANSPORTATION.

Establishes the retail delivery safety fee of 50 cents to be imposed on a retailer for each transaction involving a non-food item retail delivery in the State. Allows the retailer to transfer the fee to the purchaser. Creates certain exemptions. Requires the Director of Taxation to deposit the collected fees into the Safe Routes to School Program Special Fund. Allows the Director of Taxation to deposit collected fees that cover the administration of the retail delivery safety fee into the state general fund. Effective 7/1/2050. (SD1)

RELATING TO THE DEPARTMENT OF HEALTH.

Authorizes the Department of Health to adopt, by rule, any federal regulations as they existed on 1/1/2025, relating to the protection, preservation, care, and improvement of the physical and mental health of the people of the State that it deems to be in the public interest.

RELATING TO MOTOR VEHICLES.

Prohibits the collection, sale, or disclosure of any driver data that is obtained by a motor vehicle or other connected car service, feature, or application to any third-party without the explicit consent of the owner or lessee of the vehicle. Designates exemptions. Requires any disclosure notification for any data collection to be clear and conspicuous. Effective 7/1/2050. (SD1)

RELATING TO YOUTH FEES AND FINES.

Prohibits the assessment of any fees, fines, or court costs against a person who was adjudicated for an offense committed during the person's minority, or against the person's parent or guardian, and discharges all related debt obligations assessed before the effective date of the Act. Limits court-ordered community service for a minor to no more than seventy-two hours. Repeals certain penalties imposed on parents, guardians, or other persons associated with unaccompanied children in streets and unmarried minors in dance halls. Effective 7/1/3000. (HD2)

RELATING TO PHARMACISTS.

Mandates reimbursement for services provided by participating registered pharmacists practicing within their scope of practice by private and public health plans in the State beginning January 1, 2026.

RELATING TO HEALTH CARE.

Expands the protections established under Act 2, SLH 2023, to include gender-affirming health care services. Clarifies jurisdiction under the Uniform Child-Custody Jurisdiction and Enforcement Act for cases involving children who obtain gender-affirming health care services. Effective 12/31/2050. (SD1)

PROPOSING AN AMENDMENT TO THE HAWAII STATE CONSTITUTION ESTABLISHING THE RIGHT TO OWN ONE'S OWN DATA.

Proposes to amend the Hawaii State Constitution by establishing the right of each person to own and have an exclusive property right in the data they generate on the Internet.

RELATING TO ENERGY.

Authorizes state facilities to wheel electricity produced by their own facility from renewable energy sources to other state facilities pursuant to administrative rules or orders established by the Public Utilities Commission. Requires the Public Utilities Commission to submit a report to the Legislature. Effective 7/1/2050. (SD2)

RELATING TO MARIJUANA.

Changes from 1 ounce to 30 grams the minimum amount of marijuana that constitutes the offense of promoting a detrimental drug in the second degree. Increases from 3 grams or less to 15 grams or less the amount of marijuana that constitutes the offense of promoting a detrimental drug in the third degree.
