Requires the Department of Health to construct a mental health facility for inmates or detainees with mental health needs in the custody of the Department of Corrections and Rehabilitation. Appropriates moneys.
Transfers the State Foundation on Culture and the Arts and the King Kamehameha Celebration Commission from the Department of Accounting and General Services to the Department of Business, Economic Development, and Tourism. Transfers the authority held by the Comptroller over the Works of Art Special Fund to the Director of Business, Economic Development, and Tourism. Establishes the Performing Arts Grants Program to support performing arts in the State. Clarifies the scope of the State Foundation on Culture and the Arts' responsibilities to include the coordination, planning, promotion, marketing, and execution of performing arts events. Amends the authority for funds from the works of art special fund to be used only for costs related to the acquisition of works of art and the planning, design, construction of works of art and related appurtenances. Requires under the State's wage compensation laws that food, beverage, and service establishments that accept tips and employ tipped employees post signs that include language explaining their tip allocation practices and the contact information for the Wage Standards Division of the Department of Labor and Industrial Relations and the Wage and Hours Division of the United States Department of Labor. Establishes back wages and penalties as available remedies for employees in the event of a violation. Effective 7/1/2050. (SD2)

Requires DAGS to provide trainings on the use of automated external defibrillators and the performance of cardiopulmonary resuscitation for state employees and security staff of certain state agencies. Makes appropriations.
Allows animal control officers, law enforcement officers, and firefighters to enter an unattended vehicle to protect the health, safety, or well-being of a pet animal that is endangered by being left or confined in an unattended vehicle. Allows private citizens to retrieve a pet animal that has been left in an unattended vehicle, under certain circumstances. Effective 7/1/3000. (HD1)
Prohibits civil asset forfeiture unless the covered offense is a felony for which the property owner has been convicted. Excludes the forfeiture proceedings for an animal pending criminal charges. Requires the Attorney General to deposit the net proceeds of the forfeited property to the credit of the state general fund.
Prohibits non-compete and non-solicit clauses in employment contracts for employees of restaurants and retail stores. Effective retroactive to 7/1/2015.
Requires the Department of Commerce and Consumer Affairs to adopt rules establishing privacy requirements for direct-to-consumer genetic testing in the State. Requires the Department's rules to specify whether consumers' genetic information may be used for purposes of investigative genetic genealogy.
