Establishes a criminal statute for the criminal destruction of a tree on state or county property punishable as a misdemeanor. (SD1)
Exempts members of a county council from the limitation on the number of members that may attend an informational meeting or presentation on matters relating to official board business, including a meeting of another entity, legislative hearing, convention, seminar, or community meeting. Clarifies that such meetings shall be meetings that are open to the public for purposes of permitted interactions. (SD1)
Amends the statutory requirement for the Environmental Council to prepare an annual report by January 31 of each year. Repeals the requirement that allows for hearing appeals from applicant actions where an environmental impact statement was not accepted by the accepting authority. Deletes references to the University of Hawaii Environmental Center. Limits contestable issues for appeal. (SD1)
Requires the department of Hawaiian home lands to release to beneficiaries of the Hawaiian Homes Commission Act, 1920, quarterly reports that contain certain information on leases and fiscal matters.
Requires motor vehicle insurers to notify the county director of finance of cancellations and nonrenewals of motor vehicle insurance policies on registered vehicles. Requires transferees to notify the county director of finance of motor vehicle insurance policy coverage for the transferred vehicles. Increases registration fines for a failure to maintain insurance on the vehicle during the period of registration.
Requires a transition to silent, clean electric mopeds by prohibiting a retailer from selling or offering for sale combustion engine-powered mopeds after 12/31/2022.
Establishes the procedures for a housing savings account system for all employees in the State.
Establishes a pilot program to generate revenue through the lease of public library lands to meet the mission of the public libraries. Establishes the library facilities fund. Requires the state librarian and department of education to report to the legislature. (SD1)
Permits a bicyclist to proceed through an intersection from a right turn only lane if they cannot safely merge into the traffic lane, provided they signal intention to merge left. Permits a bicyclist to proceed in a right turn only lane when approaching an intersection, even if they do not intend to turn right, provided that they do not pass a stopped vehicle and that they exercise reasonable safety when passing a moving vehicle.
Amends the definition of "water pollutant" as used in chapter 342D, HRS, relating to water pollution, to exclude locally sourced sand that meets certain conditions.
