Establishes a framework for the regulation of electric foot scooters by the State and counties. Amends definitions of "moped" to exclude electric foot scooters. (SD1)
Establishes that theft of a bicycle constitutes theft in the second degree, a class C felony. Adds the definition of "bicycle" and "toy bicycle" to section 708-800, Hawaii Revised Statutes. (SD1)

Amends the definition of "personal information" for the purpose of applying modern security breach of personal information law. Prohibits the sale of geolocation information and internet browser information without consent. Amends provisions relating to electronic eavesdropping law. Establishes requirements and permitting procedures for transportation network companies operating in the State. Makes permanent insurance requirements for transportation network companies and transportation network drivers. Repeals sunset date of Act 236 (2017).
Establishes an annual luxury pollution registration fee for nonelectric vehicles over $60,000 beginning 12/31/21. Requires the fees to be deposited in the state highway fund and support the electric vehicle charging system rebate program. Expands the rebate program to include low-income residents of the state. Takes effect 1/1/2050. (SD1)
Establishes an affordable homeownership revolving fund within HHFDC to provide loans to nonprofit community development financial institutions and nonprofit housing development organizations for the development of affordable homeownership housing projects. Makes appropriations into and out of the affordable homeownership revolving fund. (SD1)
Establishes the procedures for a housing savings account system for all employees in the State. (SD1)
Provides a tax credit for the installation of electric vehicle charging infrastructure or purchase of electric rental motor vehicle. Levies a rental motor vehicle pollution assessment on each non-zero-emissions rental motor vehicle rental, excluding vehicles rented out as car sharing vehicles.
