Requires the Department of Education to meet the local farm to school meal goal of fifteen per cent of food served in public schools to be locally sourced by 2025 and thirty per cent by 2030. Requires the Department of Education to report to the Legislature. (SD2)

Establishes a cover crop reimbursement pilot program to provide up to 75% cost reimbursement to farming operations in the State for acquiring cover crop seeds, green manure, or compost. Requires the convening of a review panel to screen and rate applicants on the quality of their cover crop and green manure and composting practices. Establishes a cover crop reimbursement pilot program manager position within the department of agriculture to administer the program. Requires a report to the legislature. Appropriates funds. Requires the Department of Education to implement a service-learning curriculum to develop student character, values, self-esteem, civic responsibility, financial literacy, and knowledge of local community issues and concerns though community service volunteer work. (SD1)
Authorizes the Department of Education to develop programs to encourage the development of gardens on school property. Authorizes the Hawaii Community Development Authority to develop programs that provide incentives to establish gardens in housing projects, communities, and schools. Effective 7/1/2050. (SD2)
Establishes the time of transfer wastewater system inspection program in the Department of Health to oversee the inspection and repair of any individual wastewater system at the time of sale or transfer of residential real property attached to the wastewater system. Excludes certain sales or transfers. Removes the limitation on specific types of wastewater systems to which cesspools must be upgraded or converted, and instead requires a cesspool to be upgraded or converted to a wastewater system approved by the department of health, prior to 1/1/2050. Prohibits use, sale, alteration, or installation of motor vehicle mufflers that emit more than 95 decibels of sound.
Clarifies existing, and establishes new, grant application process and eligibility requirements for organizations, including nonprofit organizations, that may receive a grant from the State. Effective 7/1/2050. (SD1)
