Provides that where public access is required as a condition of a subdivision, either the county must accept dedication of and maintain the access or identify an entity to own and maintain the access. Authorizes the county to require the subdivider to establish a stewardship fund for maintenance purposes. Takes effect 1/1/2022.

Adopts the code of fair campaign practices encouraging candidates to agree and pledge to conduct their campaigns consistent with the code.
Authorizes the establishment of a physician-patient relationship via a telehealth interaction, if the physician is licensed to practice medicine in the State. Effective 7/1/2060. (HD1)
Authorizes naturopathic physicians with the same authority as physicians and advanced practice registered nurses in regards to providing written certifications to qualified patients for the medical use of cannabis.
Establishes the time of transfer wastewater system inspection program in the Department of Health to oversee the inspection and repair of any individual wastewater system at the time of sale or transfer of residential real property attached to the wastewater system. Excludes certain sales or transfers. Removes the limitation on specific types of wastewater systems to which cesspools must be upgraded or converted, and instead requires a cesspool to be upgraded or converted to a wastewater system approved by the department of health, prior to 1/1/2050. Allows selection committees for procurement of professional services to weigh the selection criteria in the order of importance relevant to their agency and project. Beginning 12/31/2022, requires the state procurement office to develop a vendor past performance information system. Allows a bidder of a public works construction project to clarify and correct non-material or technical issues with subcontractor listings for up to twenty-four hours after the bid submission deadline. Requires bids for construction to be publicly opened no sooner than twenty-four hours after the bid submission deadline. Effective 7/1/2112. (HD2)
Establishes general excise tax exemptions for food, medical services, and feminine hygiene products.
Amends the composition of the Hawaii Tourism Authority Board of Directors to require at least two members, rather than one, to be appointed by the Governor who shall have knowledge, experience, and expertise in the area of Hawaiian cultural practices.
Establishes a parolee higher education pilot program that allows parolees to take classes up to twelve semester credits at no charge to the parolee; provided that the classes are taken within five years after release from a correctional institution and provided further that the parolee does not break or violate the terms of parole and other laws. Sunsets June 1, 2025.
Establishes ranked choice voting for special federal elections and special elections of vacant county council seats.
