RELATING TO SEA LEVEL RISE.

Requires the Hawaii Climate Change Mitigation and Adaptation Commission to further address and make recommendations regarding sea level rise. Appropriates funds.

RELATING TO ROOFING CONTRACTORS.

Prohibits roofing contractors from offering to pay, in any monetary form, an insured's property or casualty insurance deductible as an incentive to induce the insured to hire the contractor. Allows an insured to rescind a contract with the roofing contractor if an insurer notifies the insured that all or any part of a claim or contract is not a covered loss under the insured's insurance policy and requires the roofing contractor to return funds after the rescission, in certain circumstances. Requires roofing contractors to provide certain forms to an insured, prior to entering into a contract. Prohibits roofing contractors from representing or negotiating, or offering or advertising to do so, on behalf of an insured in an insurance claim. Specifies violations are unfair methods of competition and unfair or deceptive acts or practices. Effective 1/1/2050. (HD1)

RELATING TO CANNABIS.

Legalizes the personal use, possession, and sale of cannabis in a specified quantity. Requires licensing to operate cannabis establishments. Subjects cannabis establishments to excise taxes and income taxes. Effective 5/6/2137. (SD2)

RELATING TO INTERNET ACCESS.

Requires the department of business, economic development, and tourism to develop a plan to ensure that all communities in the State having schools receiving federal Title I education funds have high-speed broadband internet access.

RELATING TO MEDICAL RESIDENCY PROGRAMS.

RELATING TO THEFT.

Establishes that theft of a bicycle constitutes theft in the second degree, a class C felony. Adds the definition of "bicycle" and "toy bicycle" to section 708-800, Hawaii Revised Statutes. (SD1)

RELATING TO A STATE STOCKPILE STORAGE FACILITY.

Requires the Department of Defense, in coordination with the Hawaii Emergency Management Agency, Department of Health, and the Hawaii Technology Development Corporation, to identify and propose an appropriate location for the construction of a state stockpile storage facility to stockpile emergency supplies necessary for responding to natural disasters and pandemics. Appropriates moneys.

RELATING TO THE OFFICE OF THE AUDITOR.

Requires departments to submit their annual reports concerning their non-general fund accounts to the Auditor in addition to the Legislature. Requires departments to include the status of implementing any recommendations made by the Auditor, and if no action has been taken, to detail the reasons why any recommendation has not been implemented in their annual reports submitted regarding their non-general fund accounts. Requires the Auditor to include, in its annual report to the Legislature on special, revolving, and trust funds, identification of any unimplemented fund recommendations made in an earlier auditor's report. RELATING TO ELECTIONS.

Establishes minimum number of district precincts per district. Prohibits campaigning or electioneering within two hundred feet of the last person in line to vote or deposit a ballot at a voter service center or place of deposit. Makes housekeeping amendments to Hawaii's elections laws to clarify and improve the administration of elections by mail.
