Restricts any county from disapproving or imposing certain conditions on a housing development project for housing or an emergency shelter unless the county meets certain requirements.
Lowers the threshold blood alcohol concentration for the offense of operating a vehicle while under the influence of an intoxicant.
Authorizes the Hawaii housing finance and development corporation the right of first refusal for the development of property for all development on state lands, excluding Hawaii public housing authority, department of Hawaiian home lands, and department of land and natural resources lands and properties, that are within a one-half mile radius of a rail transit station. Triggers the right of first refusal upon a transfer of any property interest, including a leasehold interest, of state lands that are within a one-half mile radius of a rail transit station. Requires the Department of Accounting and General Services to purchase only zero-emission vehicles for its motor pool fleet beginning on 1/1/22. Requires the Department of Accounting and General Services, in coordination with other state agencies, to submit to the Legislature no later than twenty days prior to the convening of the regular session of 2022 a plan to convert the State's motor pool fleet to zero emissions vehicles. Designates a seat for the Department of Hawaiian Home Lands on the board of the Hawaii Housing Finance and Development Corporation.
Requires the department of transportation to create a development plan to widen shoulders on state highways with designated bike lanes to at least three feet in width, with exceptions.
Exempts members of a county council from the limitation on the number of members that may attend an informational meeting or presentation on matters relating to official board business, including a meeting of another entity, legislative hearing, convention, seminar, or community meeting. Clarifies that such meetings shall be meetings that are open to the public for purposes of permitted interactions. (SD1)
Increases the cigarette and tobacco tax on cigarettes and little cigars at an unspecified rate beginning July 1, 2021. Allocates excise tax revenue generated from the increased rate to various unspecified state funds and the general fund. Effective 7/1/50. (SD1)
Establishes requirements and permitting procedures for transportation network companies operating in the State. Makes permanent insurance requirements for transportation network companies and transportation network drivers. Repeals sunset date of Act 236 (2017).
Requires state or county agencies to issue discretionary permits for housing development projects that meet certain requirements within sixty days of receipt of a permit application deemed to be complete by the receiving state or county agency.
