RELATING TO EMERGENCY POWERS.

Prohibits the governor or a mayor from suspending requests for public records or vital statistics during a declared state of emergency. Allows for a reasonable delay in an agency's response to a request as a result of extenuated circumstances. (SD1)

RELATING TO DISABILITY HEALTH DISPARITY.

Requires the State Council on Developmental Disabilities to submit a report focused on the health disparities experienced by individuals with disabilities in Hawaii to the Legislature before the Regular Session of 2023. Appropriates funds. Effective 12/31/2050. (SD1)

RELATING TO SEA LEVEL RISE ADAPTATION.

Requires the Office of Planning and Sustainable Development to establish a pilot project to develop an adaptation and resilience plan that addresses the climate change and sea level rise impacts in the Waikiki special district. Requires reports to the Legislature. Makes an appropriation. Effective 7/1/2050. (SD2)

RELATING TO HEALTH.

Authorizes advanced practice registered nurses, in addition to physicians, to practice medical-aid-in-dying in accordance with their scope of practice and prescribing authority. Authorizes licensed psychiatric mental health nurse practitioners, clinical nurse specialists, and marriage and family therapists, in addition to psychiatrists, psychologists, and clinical social workers, to provide counseling to a qualified patient. Strengthens nondisclosure protections. Reduces the mandatory waiting period between oral requests from twenty days to fifteen days. Waives the mandatory waiting period for those terminally ill individuals not expected to survive the mandatory waiting period. Effective 1/1/2050. (SD2)

RELATING TO FOOD ASSISTANCE.

Appropriates moneys to fund the operating expenses of the four Hawaii food banks contracted by the Office of Community Services to administer The Emergency Food Assistance Program in each of the State's counties. Effective 12/31/2050. (SD1)

RELATING TO SCHOOLS.

Requires certain unlicensed but accredited private schools to annually submit health and safety documentation to the Hawaii Council of Private Schools, or Catholic Schools Hawaii, as the case may be, to meet the definition of "private schools" under the compulsory attendance law. (SD1)

RELATING TO HOMELESSNESS.

Ensures the continued existence of the low-income tiny home projects developed pursuant to the Governor's 2015 or 2018 emergency proclamations related to homelessness, or any supplemental proclamations to these emergency proclamations, by exempting the projects from certain laws for the duration of the underlying state land leases. Establishes the low-income tiny home village pilot program to provide shelter and certain services to low-income and homeless individuals. Effective 12/31/2050. (SD2)
