RELATING TO ECONOMIC DEVELOPMENT.

Establishes the Access to Local Food Act to allow cottage food operations to sell cottage food products, under certain conditions, upon receiving a permit from the Department of Health. Effective 1/1/2023. (SD2)

RELATING TO CESSPOOL CONVERSION.

Removes the limitation on specific types of wastewater systems to which cesspools must be upgraded or converted, and instead requires a cesspool be upgraded or converted to a wastewater system approved by the Department of Health, prior to 1/1/2050. Requires that cesspools within 500 feet of certain bodies of water be upgraded, converted, or connected if they are sold or transferred on or after 1/1/2024. (SD2)

RELATING TO LAW ENFORCEMENT.

Provides that a law enforcement officer has a duty to intervene if the law enforcement officer reasonably believes that another law enforcement officer is using unnecessary or excessive force on an arrestee. Requires the law enforcement officer to report the incident to the fellow law enforcement officer's supervisor. Requires relevant departments to submit annual reports to the Legislature. (SD2)

RELATING TO INSURANCE.

Prohibits health insurance companies from denying coverage on the basis of gender identity if the policy covers the treatment for purposes other than gender transition. Requires insurance companies to provide applicants and insured persons with clear information about the coverage of gender transition services, including the process for appealing a claim denied on the basis of medical necessity. Takes effect 7/30/2075. (SD2)

RELATING TO TRANSPORTATION.

Requires the Department of Transportation to increase funding, pursue grants, and work on projects focusing on safe, low-user- cost pedestrian and bicycle infrastructure. Appropriates moneys for two grant writing positions. Effective 7/1/2050. (SD2)
