RELATING TO INCARCERATED WOMEN.

Appropriates funds for the second year of the program to train incarcerated women to be general education development tutors for their peers, provide college correspondence courses for women in the women's community correctional center, and provide reentry and transition services for women wanting to continue their education post-incarceration. Authorizes partnerships between the department of education, University of Hawaii, and department of public safety. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO FURLOUGH AND DRUG TREATMENT PROGRAMS.

Appropriates funds to the judiciary for residential drug treatment, therapeutic living, and mental health programs for judiciary-involved women. Appropriates funds to the department of public safety to expand existing community-based furlough programs. Effective 7/1/3000. (HD1)

RELATING TO HEALTH.

Beginning 1/1/2023, requires public schools, private schools, and public charter schools to have an employee trained to administer or assist with the self-administration of seizure disorder rescue medication; requires all principals, guidance counselors, and teachers to perform annual self-study reviews of seizure safety materials; requires a seizure action plan in public schools and public charter schools for every diagnosed student and distribution of the plan to employees and volunteers charged with supervising the student; and exempts schools that do not have a student with a seizure disorder. RELATING TO HOME HEALTH CARE.

Prohibits any increase in the fees charged for providing home health care services during a state of emergency or local state of emergency concerning a public health pandemic on the sole basis that the patient receiving the services requires that the home health care service provider be vaccinated against the underlying disease causing the emergency. RELATING TO TARO.

Establishes an exclusion from the state income tax for an unspecified portion of a person's income derived from the business of taro cultivation or production of taro products. Provides that the exclusion shall not apply if the department of agriculture determines that more than 30,000 acres of land is used for locally grown taro. Effective 7/1/2050. (SD2)
