Appropriates funds to DOA for the continued administration of the Hawaii healthy food incentive program and to provide matching funds to beneficiaries who participate in the supplemental nutrition assistance program.

Establishes under the Hawaii Children's Trust Fund Coalition a collective impact program called the Malama ‘Ohana Program to seek, design, and recommend transformative changes to the State's existing child welfare system. Increases fines for any operator of a motor vehicle carrier using a vehicle for commercial tour operations who is not registered with the Public Utilities Commission. Increases penalty for any person who advertises as a motor carrier of passengers without a valid certificate or permit.
Requires the Department of Education to establish zero-emission vehicle goals and plant-based food goals as part of the sustainable schools initiative. Requires annual report to the Legislature.
Requires the Department of Land and Natural Resources to acquire by eminent domain the fee simple interest to the parcels of land with improvements thereon located between 59-145 and 59-175C Ke Nui Road. Appropriates funds.
Exempts food supply chain businesses from permit or zoning requirements necessary for the installation of a renewable energy technology system or renewable energy storage system. Allows a food supply chain business to self-certify through licensed contractors for renewable energy technology systems and renewable energy storage systems used for its operations. Defines "food supply chain business" and "renewable energy storage system".
Establishes a general excise tax exemption for the gross proceeds or income from the sale of groceries that are eligible under the Supplemental Nutrition Assistance Program or Special Supplemental Nutrition Program for Women, Infants, and Children, regardless of the means of purchase and the program eligibility of the purchaser. Establishes a general excise tax exemption for the gross proceeds or income from the sale of nonprescription drugs. Effective January 1, 2024.
Requires the Department of Transportation to program intersections to allow walk signals to commence four seconds before the green light is given to motor vehicle traffic when the walk button has been pressed.
