RELATING TO TRANSPORTATION.

Increases the fines for violating provisions relating to the installation of noisy exhaust pipes and mufflers. Authorizes police officers to conduct examinations and inspections if the officer has probable cause to believe that a vehicle's excessively noisy muffler is evidence of a violation. Effective 6/30/3000. (HD1)

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Requires the public utilities commission to make every effort to complete its review for a merger, consolidation, acquisition, or other change of control and issue a decision within nine months or twelve months from the date of a completed application. Requires the public utilities commission to establish standards for deeming an application complete. Specifies the process for objections and amendments to submitted applications. Allows for waiver or extension of the applicable time period. Requires the public utilities commission to submit a report to the legislature if those timelines are not met. Effective 6/30/3000. RELATING TO TRANSPORTATION.

Conditions the issuance of a certificate of inspection upon a vehicle not being equipped with a noisy muffler or exhaust system. Requires rules regarding safety check inspections to ensure that a motorcycle, moped, or motor vehicle is not equipped with a noisy muffler or exhaust system. Suspends, revokes, or refuses renewal of a permit for an official inspection station upon a third or subsequent wilful violation of any rule regarding inspecting a noisy muffler or exhaust system. Increases the maximum fine for violating noisy muffler and exhaust system laws. Includes repairing or installing a noisy muffler or exhaust system as a prohibited practice for motor vehicle repair laws. Effective 6/30/3000. (HD1)

RELATING TO AIRLINES.

Requires the department of transportation to establish and implement a two-year airline subsidy pilot program at Molokai airport to assist airlines in offsetting the costs of operation. Appropriates funds. Sunsets 7/1/2025. Effective 6/30/3000. (HD2)

RELATING TO PROFESSIONAL AND VOCATIONAL LICENSING.

Reduces the period for which an application shall be considered abandoned from two years to one year. Specifies the conditions under which applications for licenses and examinations will be deemed abandoned. Provides that the one-year period after which an application is considered abandoned cannot be extended. Provides that a licensing authority shall not be required to act on any abandoned application and that the licensing authority may destroy abandoned applications. Clarifies that an application submitted after an abandoned application shall be treated as a new application and that the applicant shall comply with any new licensing requirements in effect at the time of the new application.

RELATING TO HAWAIIAN INDEPENDENCE DAY.

Designates November 28 of each year as La Kuokoa, Hawaiian Independence Day, to celebrate the historical recognition of the independence of the Kingdom of Hawaii.

RELATING TO BOARDS AND COMMISSIONS.

Clarifies that the authorization for board and commission holdover members to continue in office until a successor is nominated and appointed, but not beyond the end of the second regular legislative session following the expiration of the member's term of office, takes precedence over all conflicting statutes concerning holdover members. Effective 6/30/3000. (HD1)

RELATING TO BUDGET-RELATED SUBMISSIONS TO THE LEGISLATURE.

Authorizes the legislature, upon the agreement of form by the speaker of the house of representatives and the president of the senate, to specify the form in which the proposed budgets of the executive branch, judicial branch, and office of Hawaiian affairs are submitted to the legislature. Requires the executive branch, judicial branch, and office of Hawaiian affairs to conform no later than 12/1/2023. Effective 6/30/3000. (HD1)
