Appropriates funds to the Department of Law Enforcement to hire law enforcement officers dedicated to investigating complaints, conducting investigations, and cooperating with enforcement authorities to ensure compliance with state laws and rules, county ordinances, including the Hawaiian Homes Commission Act, 1920, as amended, and the rules adopted thereunder, on Hawaiian home lands; provided that the law enforcement officers hired for this purpose shall not be prohibited from exercising their law enforcement authority outside of the Hawaiian home lands. Establishes a teacher loan program to encourage individuals to become teachers in hard-to-fill positions of Department of Education schools. Allows the loan to be forgiven after 5 years of teaching in a hard-to-fill position.
Authorizes the issuance of general obligation bonds for the Hawaiʻi Housing Finance and Development Corporation and Hawaiʻi Public Housing Authority's programs to develop housing exclusively for residents of the State who are owner- or renter-occupants and own no other real property. Requires the Department of Land and Natural Resources to contract reviews of certain proposed projects that may affect historic properties, aviation artifacts, or burial sites to third-party consultants if the department will not be able to complete the review within sixty days.
Appropriates funds to DOA for the continued administration of the Hawaiʻi healthy food incentive program and to provide matching funds to beneficiaries who participate in the supplemental nutrition assistance program.
Authorizes advanced practice registered nurses to practice medical aid in dying or provide counseling to a qualified patient. Amends the mandatory waiting period between oral requests and the provision of a prescription.
Conforms existing Medicaid requirements to health insurers, mutual benefit societies, and health maintenance organizations to cover services provided through telehealth, including by way of an interactive telecommunications system. Defines "interactive telecommunications system" to match the 2022 Medicare physician fee schedule final rule.
Establishes procedures for the Department of Transportation to assist and enable a person to voluntarily purchase a verified carbon offset for carbon dioxide emissions resulting from the person's air travel to or from an airport in the State. Requires revenue generated from carbon offsets to be directed to the Department of Land and Natural Resources for tree planting or other initiatives that proportionally increase carbon sequestration. Requires the State Art Museum to provide opportunities for the counties and private organizations located in Hawaiʻi to display art through loan arrangements with the State Foundation on Culture and the Arts under the Arts in Public Places Program. Provides that art loans to a non-museum or public institution may be subject to a fee determined by the State Foundation on Culture and the Arts. Provides that artists who reside in Hawaiʻi receive selection preference for the Arts in Public Places Program. Requires a report to the Legislature. Effective 7/1/2050. (SD2)
Appropriates funds for the expansion and enhancement of the suicide crisis hotline and crisis management services provided by contracted service providers through the Hawaiʻi Coordinated Access Resource Entry System (CARES) Crisis Helpline; expansion and enhancement of the crisis mobile outreach services provided by contracted service providers through the Hawaiʻi CARES Crisis Helpline; expansion of licensed crisis residential shelter services provided by contracted service providers through the Hawaiʻi CARES Crisis Helpline; expansion of bed stabilization services provided by contracted service providers through the Hawaiʻi CARES Crisis Helpline; and expansion of certified community behavioral health clinics with services coordinated through the Hawaiʻi CARES crisis helpline.
