Allows the Department of Hawaiian Home Lands to issue interim rules exempt from the public hearing and gubernatorial approval requirements of chapter 91, Hawaiʻi Revised Statutes, after beneficiary consultation is conducted by the Department of Hawaiian Home Lands and upon approval by the Hawaiian Homes Commission. Requires that the interim rules shall be effective for not more than eighteen months. (SD1)
Proposes a constitutional amendment to protect an individual's reproductive freedom in their most intimate decisions, including the right to abortion and contraceptives. (SD1)
Requires the public utilities commission to issue a decision within six months from the date that a public utility has filed a financial application request to enter into any stock, certificates, bonds, notes, and other indebtedness arrangements.
Specifies that a recount of all ballots cast for any election shall occur if the official tabulation of all of the returns for that office or ballot question reveals that there is a difference equal to or less than one hundred votes, one-quarter of one per cent of the total number of ballots cast for the contest, or the margin of error for the tabulation method utilized, whichever is greater.
Appropriates funds to the Department of Health for the Hawaiʻi State Loan Repayment Program administered through the John A. Burns School of Medicine, subject to a matching funds requirement.
Prohibits, with certain exceptions, any state agency or political subdivision from providing private information regarding, or authorizing an arrest warrant based on, the receipt or provision of, or assistance with, reproductive health care services that are lawful in the State. Requires the Department of Health to maintain on its website information about access to abortion in the State, including current information about state law. Requires the Director of Commerce and Consumer Affairs to assess and report to the Legislature on any policy changes or legislation needed to ensure that no person is disqualified from licensure or subject to professional discipline based on the lawful receipt or provision of, or assistance with, reproductive health care services in the State.
Establishes an income tax credit for the cost of upgrading or converting a qualified cesspool to a director of health-approved wastewater system or connecting to a sewerage system. Requires certain information regarding cesspools on real property to be included in seller mandatory disclosures on real property transactions.
Establishes the Aquaculture Development Branch within the Department of Business, Economic Development, and Tourism. Transfers the rights, powers, functions, duties, employees, and other capital of the Aquaculture and Livestock Services Branch of the Department of Agriculture to the new Aquaculture Development Branch. Makes appropriations.
Requires priority level 1 cesspools to be upgraded, converted, or connected before 1/1/2035, with certain exceptions, and priority level 2 cesspools to be upgraded, converted, or connected before 1/1/2040, rather than before 1/1/2050. Specifies that no penalty or other assessment for any violation shall constitute a lien on the real property and no seizure of property shall be authorized for any violation. Effective 6/30/3000.
