RELATING TO NEPOTISM.

Subjects all nominated, appointed, or elected officers and employees of the State, including members of boards, commissions, and committees; individuals under contract to the State or constitutional convention; and legislators, delegates to a constitutional convention, and justices and judges, and their respective employees, to nepotism prohibitions in the State's Code of Ethics. RELATING TO PHARMACY BENEFIT MANAGERS.

Establishes certain requirements for pharmacy benefit managers, other than health maintenance organizations that own and operate their own pharmacies, that reimburse contracting pharmacies for drugs on a maximum allowable cost basis. Allows contracting pharmacies to reverse and rebill claims if a maximum allowable cost is denied on appeal. Authorizes the Insurance Commissioner to assess fines for violations. Appropriates funds. RELATING TO INSURANCE FRAUD.

Prohibits certain solicitation and inducement practices relating to insurance claims. Establishes disaster-related insurance fraud offenses. Broadens the scope of the offense of insurance fraud and the acts that constitute insurance fraud. Clarifies the penalties for the offense of insurance fraud and the capabilities and operations of the Insurance Fraud Investigations Branch, including the annual report to the Legislature and the use of fraud analytics. Reiterates protections for insurance fraud whistleblowers. Appropriates funds. Effective 7/1/3000. (HD2)

RELATING TO COCONUT TREES.

Establishes an income tax credit for qualified costs to implement natural management of coconut rhinoceros beetles that result in consumable coconut trees. Applies to taxable years beginning after 12/31/2026. Appropriates funds. Effective 7/1/3000. (HD2)

RELATING TO CIVIL RIGHTS.

Requires the Civil Rights Commission to establish a twenty-four-hour intake helpline to assist individuals who experience or witness civil rights violations in the State. Requires the Civil Rights Commission to compile an annual report and hold an annual public hearing on data obtained through the helpline. Requires the Civil Rights Commission to compile and submit to the Legislature, and post on its website, a monthly preliminary report on data obtained through the helpline. Appropriates funds to establish an unspecified number of Civil Rights Investigator, Data Analyst, and Program Manager positions within the Civil Rights Commission. Appropriates funds for the Civil Rights Commission to contract with Aloha United Way to implement the twenty-four-hour intake helpline and for website and data development costs. Effective 7/1/3000. RELATING TO AGRICULTURE.

Authorizes the Department of Agriculture and Biosecurity to quarantine any business or other area that is known or reasonably suspected to be infested or infected with any pest. Authorizes the Department to establish interim rules governing the transportation of any material into and within the State known to harbor or transport a high-impact invasive species or pest. RELATING TO PROPERTY DAMAGE OF CRITICAL INFRASTRUCTURE FACILITIES.

Establishes the offense of criminal property damage to critical infrastructure facilities as a class C felony. Expands the term "critical infrastructure" to include broadband, wireless, and cable networks. Effective 7/1/3000. (HD1)

RELATING TO INVASIVE SPECIES.

Requires each lease that the Department of Agriculture and Biosecurity enters into, renews, or extends to include provisions stating that the Department may: (1) enter the leased premises; (2) order or otherwise require the lessee to maintain control of any invasive species on the leased premises; and (3) terminate the lease for refusal or violation. RELATING TO COLLECTIVE BARGAINING.

Repeals the prohibition placed on certain employees exempt from Civil Service Law from grieving a suspension or discharge. Allows any employee who is a member of an appropriate bargaining unit to grieve any disciplinary action, unless prohibited by the applicable collective bargaining agreement. Effective 7/1/3000. RELATING TO CHARITABLE SOLICITATION.

Establishes prompt payment and financial reporting requirements for professional solicitors that sell donated or collected non-perishable tangible property on behalf of charitable organizations. Prohibits professional solicitors that sell donated or collected non-perishable tangible property from failing to prominently disclose certain information on any collection bin, container, or receptacle used to receive donated or collected property; comply with prompt payment and financial reporting requirements; and include certain terms in contracts with charitable organizations. Effective 7/1/3000. (HD1)
