Allows the Governor to enter the State into the multi-state Nurse Licensure Compact, which will allow a nurse who is licensed by a home state to practice under a multi-state licensure privilege in each party state.
Amends Act 257, Session Laws of Hawaiʻi 2022, to authorize the School Facilities Authority to provide affordable housing to Department of Education teachers.
Authorizes the Hawaiʻi Housing Finance and Development Corporation the right of first refusal for the development of property for all development on state lands, excluding the Stadium Development District and lands under Hawaiʻi Public Housing Authority and Department of Hawaiian Home Land lands, that are within county-designated transit-oriented development zones, or within a one-half mile radius of a proposed or existing transit station if the county has not designated transit-oriented development zones, which shall be triggered by a proposed development or proposed transfer of fee simple or leasehold property interest. Requires state departments or agencies to provide sixty days advance written notice of any approval of a proposed development or proposed transfer of such lands. Effective 7/1/2050. (SD2)
Amends the definition of "preceptor" and "volunteer-based supervised clinical training rotation" to improve accessibility for providers to receive income tax credits for acting as preceptors. Includes the Director of Health as a member of the Preceptor Credit Assurance Committee.
Clarifies the GET exemption for unrelated trade or business activities of nonprofit organizations.
Allows the Department of Hawaiian Home Lands to retain independent legal counsel where the opposing party to the reasonably anticipated litigation is the State or another state agency. Provides that fees owed to independent legal counsel shall be paid by the State. Effective 3/22/2075. (SD2)
Appropriates funds to support and expand the mental health technician certificate of competence program through the hiring of a mental health technician certificate of competence program coordinator, establishment of a scholarship program, and defrayal of any other necessary administrative costs. Authorizes dispensaries to distribute medical cannabis propagules and cuttings. Authorizes only those persons who may cultivate medical cannabis to purchase the propagules and cuttings. Imposes quantity limits and quality requirements on medical cannabis propagules and cuttings. Authorizes the Department of Health to approve in-vehicle receipt of medical cannabis and manufactured cannabis products on or near the premises of dispensaries. Authorizes a non-registered qualifying patient to have immediate access to the medical use of cannabis for a period of one year from the date of the issuance of a medical provider's certification letter, given certain requirements. Provides senior citizens with greater access to the state medical cannabis program. Increases the number of medical cannabis dispensaries in the State by requiring the Department of Health to issue eight dispensary licenses to the Department of Hawaiian Home Lands. Allows primary caregivers, qualifying out-of-state patients, and caregivers of a qualifying out-of-state patient to access the waiting room within a medical cannabis retail dispensary. Clarifies violations related to medical cannabis dispensaries. Increases the number of medical cannabis dispensaries the Department of Health is authorized to issue in the State.
Establishes a food manufacturer tax credit. Defines "qualified taxpayers" as manufacturers that produce valued-added products using local crops. Applies to taxable years beginning after 12/31/2023.
