Allows the Attorney General to appoint a special counsel to assume the Attorney General's powers and responsibilities over an investigation of a person or matter when the investigation or prosecution of, or any other legal or administrative action against the person or matter by the Department of the Attorney General, may present a conflict of interest. Requires the Legislative Reference Bureau to conduct a study and report on the forty-one states in the country that have enacted laws limiting the sale of real property to foreign individuals or entities, and how those laws and related constitutional precedents could inform demand-side regulations for the real estate market in Hawaiʻi in favor of resident ownership, specifically owner-occupied resident ownership. Amends the prohibition on certain assault weapons to include .50 caliber rifles and assault weapon attachments. Modernizes the prohibition on assault pistols to include pistols with one or more prohibited feature. Prohibits firearms other than pistols with a detachable magazine with over a twenty round capacity. Prohibits persons from bringing or causing to be brought into the State a .50 caliber rifle or assault weapon attachment. Prohibits the sale or transfer of a .50 caliber rifle or assault weapon attachment in the State, unless the .50 caliber rifle or assault weapon attachment is sold or transferred to an authorized individual. Creates exceptions for the acquisition and possession of prohibited firearms for members of law enforcement and the military. Takes effect 4/14/2112. (SD1)
Allows the Department of Hawaiian Home Lands to assume historic preservation review of any proposed project for lands under its jurisdiction except for projects affecting properties listed or nominated for inclusion in the Hawaiʻi register of historic places or the national register of historic places; provided that the Department of Hawaiian Home Lands consult with the Office of Hawaiian Affairs during the review for certain sites. Establishes the Lahaina Recovery Oversight Commission within the Department of Accounting and General Services to oversee and guide the recovery of Lahaina from the 2023 wildfires.
