RELATING TO ANIMAL FUR PRODUCTS.

RELATING TO FOOD SUSTAINABILITY.

Requires the Department of Agriculture, in coordination with the Office of Planning and Sustainable Development, to update the State Agriculture Functional Plan to include other agricultural economic updates that expand the State's priority on food by increasing local food self-sufficiency and exports. Requires the Governor to submit the updated plan to the Legislature prior to the Regular Session of 2025. Effective 6/30/3000. (HD1)

RELATING TO BEACHES.

Includes in the State's policies for the physical environment under the Hawaiʻi State Planning Act, the promotion of statewide beach assessments and beach and shoreline adaptation, restoration, and conservation and the pursuit of compatible relationships among activities, facilities, Native Hawaiian traditional practices mauka to makai, and natural resources. Appropriates funds to the Office of Planning and Sustainable Development for the development of a statewide beach assessment study and shoreline adaptation, restoration, and conservation plan. RELATING TO OHANA ZONES.

Establishes positions within the Office of the Governor to be responsible for the deployment of the capital improvement funds appropriated by this Act. Appropriates funds for the ohana zones pilot program for expenses relating to operations, upkeep of facilities, provision of services, administrative costs, and the construction of facilities. Makes the ohana zones pilot program a government assistance program for purposes of a general excise tax exemption. Specifies that certain exemptions shall apply to the ohana zone construction. RELATING TO CAMPAIGN FINANCE.

RELATING TO PROFESSIONAL MEDICAID SERVICES.

RELATING TO MEDICAL EDUCATION AND TRAINING.

Reestablishes the Hawaiʻi medical education special fund. Appropriates funds into and out of the Hawaiʻi medical education special fund to the John A. Burns School of Medicine for graduate medical education and training programs, to create more residencies and training opportunities on the neighbor islands for medical students, and for medical student and residency training opportunities in partnership with the United States Department of Veterans Affairs. RELATING TO THE FESTIVAL OF PACIFIC ARTS.

Appropriates funds to the department of business, economic development, and tourism for the governor to plan and coordinate the festival of pacific arts and culture to be held in Honolulu from 6/6/2024 to 6/16/2024. Requires the department of business, economic development, and tourism to submit, prior to the release of the funds appropriated by this Act, a report detailing how previous state funds that were appropriated for the festival were expended and, no later than twenty days prior to each regular session until the funds appropriated by this Act are fully expended or lapse, a report on the governor's festival expenses for the preceding year. Dissolves the commission on the 13th festival of pacific arts. Assigns to the governor the duties for planning and coordinating all state-sponsored and other celebration events staged for the festival of pacific arts and culture. Effective 6/30/3000. (HD2)

RELATING TO CHILD WELFARE.

Requires the Department of Human Services to collect and analyze data to determine the impact of expanding post-permanency services to families receiving benefits from the adoption assistance program and report to the Legislature. Appropriates funds. Effective 6/30/3000. (HD2)

RELATING TO TRANSPORTATION.

Conditions the issuance of a certificate of inspection upon a vehicle not being equipped with a noisy muffler or exhaust system. Requires rules regarding safety check inspections to ensure that a motorcycle, moped, or motor vehicle is not equipped with a noisy muffler or exhaust system. Suspends, revokes, or refuses renewal of a permit for an official inspection station upon a third or subsequent wilful violation of any rule regarding inspecting a noisy muffler or exhaust system. Increases the maximum fine for violating noisy muffler and exhaust system laws. Includes repairing or installing a noisy muffler or exhaust system as a prohibited practice for motor vehicle repair laws. Effective 6/30/3000. (HD1)
