RELATING TO CANNABIS.

Establishes the Hawaii Cannabis and Hemp Office within the Department of Commerce and Consumer Affairs to regulate all aspects of the cannabis plant. Beginning 1/1/2026, legalizes the personal adult use of cannabis. Establishes taxes on the retail sale of adult-use cannabis and the sale of medical cannabis. Adds new traffic offenses relating to the consumption or possession of marijuana or marijuana concentrate. Makes conforming amendments related to the legalization of personal adult use of cannabis. Beginning 1/1/2026, decriminalizes certain drug offenses related to marijuana and marijuana concentrate. Transfers the personnel and assets of the Department of Health and assets of the Department of Agriculture relating to cannabis to the Hawaii Cannabis and Hemp Office. Establishes various positions within state entities to regulate the personal adult use of cannabis. Appropriates funds. Effective 12/31/2050. (SD1)

RELATING TO ALCOHOL.

Defines "low alcohol by volume spirits beverage". Establishes a tax on low alcohol by volume spirits beverages at a rate of $0.85 per wine gallon. Effective 7/1/2050. (SD1)

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS.

Authorizes the Department of Hawaiian Home Lands to utilize funds in the Dwelling Unit Revolving Fund as collateral when DHHL is an eligible borrower of a loan guaranteed by the United States Department of Housing and Urban Development pursuant to the Housing and Community Development Act, as amended, subject to approval of the Hawaii Housing Finance and Development Corporation. RELATING TO CONDOMINIUM INSURANCE.

Establishes the Hawaii Condominium Mutual Insurance Company to provide property and casualty insurance to high-rise residential condominium associations and the owners of those units. Requires reports to the Governor. Establishes the Condominium Loan Fund to assist associations of apartment owners experiencing increased insurance costs. Appropriates funds. Effective 7/1/2050. RELATING TO DEPOSIT BEVERAGE CONTAINER RECYCLING.

Repeals certain exemptions for beverage dealers from the requirement to operate redemption centers and amends the types of containers they must accept for redemption. Allows the establishment of regional centers for the redemption of refillable beverage containers but not as substitutes for dealers' means to receive deposit beverage containers. Requires the Department of Health to establish a Reverse Vending Machine Pilot Program to use the Deposit Beverage Container Deposit Special Fund to provide grants to deploy reverse vending machines. Establishes eligibility standards to receive grants from the Department of Health to deploy reverse vending machines. Effective 12/31/2050. (SD1)

RELATING TO EMERGENCY MANAGEMENT.

Establishes the eighth day of August of each year as "Hawaii Disaster Drill Day". Requires the Hawaii Emergency Management Agency, in coordination with all state departments and agencies, to conduct drills and perform other activities for that day. (SD1)

RELATING TO HEALTH CARE.

Authorizes physicians to practice at organized ambulatory health care facilities even if the physician does not have hospital privileges at a licensed hospital in the same geographic location as the ambulatory facility. Provides that a written transfer agreement is not required to transfer a patient from an organized ambulatory health care facility to a licensed hospital.
