Provides that a person or entity that is determined by the Hawaii Invasive Species Council to have introduced an invasive species into the State may be strictly liable for all or part of the expenses to eradicate the invasive species from the State. (HB1301 HD2)
Establishes and funds a two-year pilot school sidewalk maintenance and repair program that requires counties to maintain and repair sidewalks in school zones or other areas of significant school related pedestrian traffic. Requires each county to report on the status of the pilot program.
Eliminates the mortgage interest deduction for second homes under the Hawaii Income Tax Law. Specifies that the revenue gain attributable to this measure be deposited into the Rental Housing Revolving Fund. Requires the Department of Budget and Finance, in consultation with the Department of Taxation, to submit reports on the administration of this measure to the Legislature prior to the 2018, 2019, 2020, 2021, and 2022 Regular Sessions. Requires the High Technology Development Corporation to establish and administer a High Technology Shared Equipment Program to allow companies to share high technology equipment. Appropriates funds. (HB911 HD1)
Requires lessors of rental motor vehicles to include an option for the lessee in the motor vehicle rental agreement to contribute a sum to DLNR for the preservation and protection of the environment, commencing on January 1, 2020. (HB1570 HD1)
Authorizes a property owner or agent to enter adjacent property under certain conditions to eradicate albizia trees before they become hazardous. Provides defense to criminal prosecution. (HB172 HD2)
Provides that, notwithstanding provisions of the Internal Revenue Code to the contrary, the amount of the state tax credit for research activities shall be calculated based on all qualified research expenses for the taxable year. Appropriates funds for a compliance specialist position within DOTAX to assist with administration of the tax credit. (HB593 HD1)
Provides that where a quiet title action involves kuleana land, at the request of a defendant or defendants, the court shall order mandatory mediation or consolidation of separate actions, respectively; defendant's access to the land for native Hawaiian cultural and traditional practices shall not be extinguished or alienated; and plaintiff shall not recover cost, expenses, or attorney's fees.
