RELATING TO THE CREATIVE MEDIA INDUSTRY.

Establishes the Hawaii Creative Industries Advisory Group while retaining the Film Industry Branch and Creative Industries Division of DBEDT. Repeals the Hawaii Television and Film Development Board along with the grant and venture capital programs that were implemented by the Board. Renames the Hawaii Television and Film Development Special Fund as the Creative Media and Film Infrastructure Special Fund. Expands funding sources for the Creative Media and Film Infrastructure Special Fund to support creative industries development within DBEDT. Amends the purposes for which the Creative Media and Film Infrastructure Special Fund may be used. Provides general excise and use tax exemptions for operations and improvements of the Hawaii Film Studio. Requires the University of Hawaii and DBEDT to report to the legislature. Makes an appropriation. Effective 7/1/2038. (SD1)

RELATING TO INNOVATION BUSINESS INTERACTION.

Establishes the impact loan fund for Hawaii, to be known as the HI-impact loan program, in the Hawaii Strategic Development Corporation to support dual-use technology small businesses. Establishes the HI-impact special fund. Appropriates funds. Effective July 1, 2038. (SD1)

RELATING TO CORAL.

Requires the Hawaii institute of marine biology at UH to conduct ongoing studies of the environmental impacts of sewage spills on affected coral reefs. Requires the institute of marine biology to submit an annual report to the legislature prior to the convening of each regular session. Appropriates funds. (SD1)

RELATING TO HOMELESSNESS.

Part I: Establishes a three-year Homeless Employment Pilot Program that provides homeless individuals with work opportunities and connects them with service providers. Requires the Department of Labor and Industrial Relations to submit a report to the Legislature prior to the 2018 Regular Session on implementing the program. Appropriates funds to establish the pilot program. Part II: Requires the auditor to conduct a study to assess the impact of using medicaid funds to provide coverage for the treatment for homelessness. Requires the auditor to submit a report to the legislature. Makes an appropriation. Part III: Requires the department of human services, in collaboration with the department of health, to review the progress of the Hawaii pathways project pilot and continue to pursue efforts to utilize medicaid to provide supportive housing services for chronically homeless individuals. Provides considerations for the department in planning for the expansion of supportive housing services provided through medicaid managed care plans. Requires the department to report to the legislature. Makes an appropriation. Takes effect 7/1/2075. (SD1)
