RELATING TO CESSPOOLS.

Requires upgrade, conversion, or sewer connection of all cesspools in the State before 2050 unless exempted. Broadens eligibility criteria for tax credit to offset costs. RELATING TO GENERAL OBLIGATION BONDS.

Prohibits the issuance of GO bonds to finance the repair and maintenance of a capital asset where the repair or maintenance costs incurred add value to and prolong the life of the asset for a period of less than 10 years. Requires the Director of Finance to set a maturity date of not more than 10 years when issuing GO bonds to finance the repair and maintenance of a capital asset where the repair or maintenance costs incurred add value to and prolong the life of the asset for a period of 10 years or more. Authorizes the Executive Office on Aging to establish the Kupuna Caregivers Program to assist community members in obtaining care for elders while remaining in the workforce. RELATING TO COFFEE BERRY BORER BEETLE.

Extends the sunset date for the Coffee Berry Borer Pesticide Subsidy Program until June 30, 2021, for the purchase of pesticides containing Beauveria bassiana to combat the coffee berry borer. Provides that no single coffee grower shall receive more than $6,000 per year in subsidies between June 30, 2018, and July 1, 2021. (HB186 CD1)
