RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Requires the department of land and natural resources to develop a department telephone hotline intake training program to enable the department to efficiently and effectively receive information and respond to information and reports relating to the department's duties and responsibilities. Appropriates funds to the department of land and natural resources to establish one full-time equivalent (1.0 FTE) permanent civil service position to provide intake services for the department of land and natural resources' telephone hotline twenty-four hours a day, seven days a week.

RELATING TO BULLYING.

Requires the Department of Education to establish policies to prohibit bullying. Requires those policies to include anti-bullying classes for students found to have engaged in bullying and the parents or guardians of those students. Requires suspension of any student found to have engaged in bullying until the student and the student's parent or guardian have successfully completed an anti-bullying class at the parent's or guardian's expense.

RELATING TO INVASIVE SPECIES.

Requires the Department of Agriculture to establish a pilot pesticide treatment coupon project for the county of Hawaii. Requires report to the Legislature on project implementation. Appropriates funds. Takes effect 1/28/2081. (SD1)

RELATING TO EMPLOYMENT.

Clarifies that Hawaii's anti-discrimination law does not prohibit or prevent an employer, employment agency, or labor organization from refusing to hire or refer or discharge an individual for reasons unrelated to unlawful discriminatory practices. (HB809 HD1)

RELATING TO CORAL.

Requires the Hawaii institute of marine biology at UH to conduct ongoing studies of the environmental impacts of sewage spills on affected coral reefs. Requires the institute of marine biology to submit an annual report to the legislature prior to the convening of each regular session. Appropriates funds. (SD1)

RELATING TO ENERGY MODERNIZATION AT THE DEPARTMENT OF EDUCATION.

Requires PUC to: (1) Study and determine a reasonable microgrid rate schedule, based on specified goals, that DOE may charge to users of its microgrid; (2) Study and determine a fair and reasonable amount that an electric utility company may assess DOE for using the electrical infrastructure of the electric utility company or any electricity produced by the electric utility company, if applicable; and (3) Establish oversight policies for any microgrid projects that DOE may establish that extend beyond lands and buildings owned and controlled by DOE. RELATING TO HOUSING.

Exempts housing projects where at least a portion of the units are set aside for persons and families with incomes at or below one hundred forty per cent of the area median income from county, highway, and school impact fees.

RELATING TO TRANSPORTATION.

Requires the driver of a slow-moving motor vehicle on a two-lane highway where passing or overtaking is unsafe or not permitted to pull over at the nearest reasonable and safe location to allow other motor vehicles to overtake the driver if 5 or more motor vehicles are immediately trailing behind the driver.
