Imposes a tax of $10 for every ton of carbon dioxide emitted from the use of fossil fuel. Requires 20% of the tax collected to be deposited into the Environmental Response Revolving Fund.
Establishes the right of certain terminally ill adults to request and access the process of voluntary assisted dying through self-administration or physician administration of a voluntary assisted dying substance. Effective 7/1/2019.
Requires a provider of broadband internet access services to be transparent with network management practices, performance, and commercial terms of its broadband internet access services. Prohibits a provider of broadband internet access services from blocking lawful websites, impairing or degrading lawful internet traffic, engaging in paid prioritization, or interfering with or disadvantaging users of broadband internet access services. Requires an applicant of a broadband-related permit seeking a state-granted or county-granted right to attach small cell or other broadband wireless communication devices to utility poles to comply with certain practices.
Proposes to amend Article 1 of the Hawaii Constitution to establish a public right for individuals to delete certain information that is published on the Internet.
Prohibits variances for installation of shoreline hardening structures in shoreline areas without a public hearing and a showing that the shoreline hardening structure is necessary to protect an existing legal object, structure, or activity from damage due to seawater inundation or shoreline erosion.
Increases the minimum wage on 1/1/19. Authorizes the Department of Labor and Industrial Relations to annually adjust the minimum hourly wage beginning on 1/1/20 in accord with the Honolulu region consumer price index.

Establishes Transit-Oriented Development Community Districts within the Hawaii Community Development Authority (HCDA) to develop districts along certain rail stations in the Honolulu rail station transit corridor. Allows the HCDA to enter into public-private partnerships for a lease-back arrangement of lands and coordinate activities outside of the district, including construction.
Provides that a person or entity that is determined by the Hawaii Invasive Species Council to have introduced an invasive species into the State may be strictly liable for all or part of the expenses to eradicate the invasive species from the State. (HB1301 HD2)
