RELATING TO HEALTH.

Authorizes the Department of Health to investigate care facilities reported to be operating without an appropriate certificate or license issued by the Department. Establishes penalties for violations and for knowingly referring or transferring patients to uncertified or unlicensed care facilities, with certain exceptions. Excludes landlords from licensure, under certain conditions. (HB1911 CD1)

RELATING TO CESSPOOLS.

Amends the cesspool upgrade, conversion, or connection income tax credit pilot program by repealing the provision that restricts DOH from certifying more than two residential large capacity cesspools as qualified cesspools. (HB1802 CD1)

RELATING TO WASTEWATER.

Authorizes counties to inspect sewer laterals located on private property under certain conditions. Authorizes counties to compel property owners to inspect sewer laterals under certain conditions and to make repairs as necessary. (SD1)

RELATING TO A YOUTH COMMISSION.

Establishes a youth commission within the Office of Youth Services to advise the Governor and Legislature on the effects of legislative policies, needs, assessments, priorities, programs, and budgets relating to youth. Appropriates funds. (HB1716 CD1)

RELATING TO COMPOSTING.

Requires the Department of Agriculture to establish a 3-year compost reimbursement pilot program to provide reimbursements to farmers and ranchers when purchasing compost from a certified processor, dealer, retailer, or wholesaler licensed to do business in the State. Establishes a temporary compost reimbursement pilot program manager position. Requires the Department to submit a report to the Legislature. Appropriates funds. (HB1577 CD1)

RELATING TO THE HAWAII TECHNOLOGY DEVELOPMENT CORPORATION.

Authorizes the Hawaii Technology Development Corporation to issue grants to phase III federal grant awardees of up to 50 percent of the amount of the award or contract funded by the private sector or government sources outside of the Small Business Innovation Research Program. RELATING TO THE UNIVERSITY OF HAWAII COMMUNITY COLLEGE PROMISE PROGRAM.

Establishes the University of Hawaii Community College Promise Program to provide scholarships for the unmet direct cost needs of qualified students enrolled at any community college campus of the University of Hawaii system. Appropriates funds to establish and implement the program. (HB2501 CD1)
