RELATING TO REAL PROPERTY.

Repeals the Land Court. Requires registered owners of an interest in property registered in land court to deregister their interest. Requires the land court to inform registered owners of the requirement to deregister. Appropriates moneys.

RELATING TO STATE WATER CODE PENALTIES.

Adds a minimum penalty and amends the maximum penalty per violation of the State Water Code, expands the types of potential violations of the State Water Code, and makes each day that a violation exists or continues to exist a separate offense. Requires the Commission on Water Resource Management to consider certain factors when imposing penalties. Makes the setting, charging, and collecting of administrative fines by the Commission on Water Resource Management mandatory, rather than discretionary.

RELATING TO WILDLIFE CONSERVATION.

Prohibits the feeding of feral non-native animals on state land within one-half mile of the ocean or a stream. Requires the Department of Land and Natural Resources to enforce certain penalties for violations. Requires the counties to adopt or amend ordinances to prohibit the feeding of feral non-native animals on county land within one-half mile of the ocean or a stream and impose certain penalties for violations. Establishes an annual reporting requirement to the Legislature.

RELATING TO ARTIFICIAL INTELLIGENCE.

Requires corporations, organizations, or individuals engaging to commercial transactions or trade practices to clearly and conspicuously notify consumers when the consumer is interacting with an artificial intelligence chatbot or other technology capable of mimicking human behaviors. Authorizes private rights of action. Establishes statutory penalties.

RELATING TO EMERGENCY MANAGEMENT.

Establishes the eighth day of August of each year as "Hawaii Disaster Drill Day". Requires the Hawaii Emergency Management Agency, in coordination with all state departments and agencies, to conduct drills and perform other activities for that day. (SD1)

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Clarifies the process by which the Hawaii Community Development Authority may approve residential development on certain parcels of Kakaako Makai. Raises the building height limit and the maximum floor area ratio on certain parcels in the area. Requires a certain percentage of the residential units developed on certain parcels to be allocated to households at or below a certain income level in perpetuity, with priority given to certain essential workforce in the area. Limits the sale of residential units developed in certain residential developments to prospective owner-occupants. Requires the Office of Hawaiian Affairs to determine a Kakaako Makai association fee to be collected from residents, tenants, and lessees of certain parcels to be deposited into a special account in the Office of Hawaiian Affairs Special Fund to fund various services and projects in the Kakaako Makai area. RELATING TO CONDOMINIUMS.

Requires certain managing agents to notify each unit owner and the Real Estate Commission when a condominium association that the agent manages fails to meet budget and replacement reserves reporting requirements. Effective 7/1/2050. (SD1)

RELATING TO CANNABIS.

Establishes the Hawaii Cannabis and Hemp Office within the Department of Commerce and Consumer Affairs to regulate all aspects of the cannabis plant. Beginning 1/1/2026, legalizes the personal adult use of cannabis. Establishes taxes on the retail sale of adult-use cannabis and the sale of medical cannabis. Adds new traffic offenses relating to the consumption or possession of marijuana or marijuana concentrate. Makes conforming amendments related to the legalization of personal adult use of cannabis. Beginning 1/1/2026, decriminalizes certain drug offenses related to marijuana and marijuana concentrate. Transfers the personnel and assets of the Department of Health and assets of the Department of Agriculture relating to cannabis to the Hawaii Cannabis and Hemp Office. Establishes various positions within state entities to regulate the personal adult use of cannabis. Appropriates funds. Effective 12/31/2050. (SD1)

RELATING TO IRONWORKERS.

Prohibits any person from disassembling, dismantling, or demolishing iron projects unless the person has completed an apprenticeship program for ironworkers approved and registered with the Director of Labor and Industrial Relations. Establishes penalties. Requires the Department of Labor and Industrial Relations to adopt rules.
