Amends the composition of the Hawaii Tourism Authority Board of Directors to require at least two members, rather than one, to be appointed by the Governor who shall have knowledge, experience, and expertise in the area of Hawaiian cultural practices.
Requires commercial helicopter owners and operators to submit reports to the Department of Transportation about basic helicopter flight information. Requires the Department of Transportation to post reports regarding helicopters to its website.
Increases from 1 parking space to 4 parking spaces the number of parking spaces that a place of public accommodation with at least one hundred parking spaces is required to offer by 7/1/2026. Removes the exemption that owners of multiple places of public accommodation may offer electric vehicle parking spaces based on the aggregate number of parking spaces available in their properties. Establishes notification requirements and fines for noncompliance.
Clarifies that the request for dedication of infrastructure is to connect an eligible affordable housing's infrastructure to the county's infrastructure. Authorizes a licensed private building inspector, contracted by the state or county, to certify compliance with county standards. Establishes that dedication of infrastructure is deemed to have taken place if not accepted or rejected by the county within 60 days.
Beginning 07/01/2022, requires sellers to disclose whether the real property lies within the sea level rise exposure area designated by the Hawaii climate change mitigation and adaptation commission or its successor.
Disallows dividends paid deduction for real estate investment trusts, except for real estate investment trusts that provide affordable housing in the State. Applies to taxable years beginning after 12/31/2021. Sunsets 12/31/2024.
Prohibits health insurance companies from denying coverage on the basis of gender identity if the policy covers the treatment for purposes other than gender transition. Requires insurance companies to provide applicants and insured persons with clear information about the coverage of gender transition services, including the process for appealing a claim denied on the basis of medical necessity.
Limits the government's use of facial recognition systems, except in certain circumstances. Does not apply to personal use of a privately owned facial recognition system when acting in an unofficial capacity.
Allows any number of members of a board to attend an informational meeting or presentation on matters relating to official board business and conduct private meetings with legislators without meeting public meeting requirements.
Requires the workforce development council to implement and manage a public-private partnership to develop and increase the healthcare workforce in the State.
