Establishes a permanent autonomous transportation task force to be placed in the department of transportation. (SD2)

Authorizes advanced practice registered nurses, in addition to physicians, to practice medical aid in dying in accordance with their scope of practice and prescribing authority. Authorizes psychiatric mental health nurse practitioners and clinical nurse specialists, in addition to psychiatrists, psychologists, and clinical social workers, to provide counseling to a qualified patient. Reduces the mandatory waiting period between oral requests from twenty days to fifteen days. Waives the mandatory waiting period for those terminally ill individuals not expected to survive the mandatory waiting period. (SD2)
Authorizes either the State Health Planning and Development Agency or the Department of Health to deploy statewide health planning and resource development programs and resources. Provides that any money in the state health planning and development special fund in excess of $2,000,000 shall lapse to the general fund. Effective 7/1/2050. Department of Health's duty to deploy programs and resources repeals 6/30/2026. (SD2)
Requires agencies that collect receipts for any disposition of the public land trust shall each fiscal quarter transfer to the Office of Hawaiian Affairs twenty per cent of each receipt from the disposition. Returns to the Office of Hawaiian Affairs certain moneys previously claimed as public land trust overpayments to the office. Establishes a public land trust revenues negotiating committee exempted from part I of chapter 92, Hawaii Revised Statutes. Takes effect 5/6/2137. (SD2)
Establishes the time of transfer wastewater system inspection program in the Department of Health to oversee the inspection and repair of any individual wastewater system at the time of sale or transfer of residential real property attached to the wastewater system. Excludes certain sales or transfers. Removes the limitation on specific types of wastewater systems to which cesspools must be upgraded or converted, and instead requires a cesspool to be upgraded or converted to a wastewater system approved by the department of health, prior to 1/1/2050. Requires the executive director of the office of language access or the department of health to perform the duties of the office of language access. Effective 7/1/2050. (SD2)
