Adds coercive control as part of the petty misdemeanor offense of abuse of a family or household member to the pilot program to strengthen state and county responses to domestic violence and increase violator accountability established by Act 19, Regular Session of 2020. Sunsets 6/30/2026. (SD1)

Allows the raising of the building height limit for two of the six parcels owned by the office of Hawaiian affairs in the Kakaako Makai area to four hundred feet. Lifts the current restriction against residential development in Kakaako Makai to allow residential development by the office of Hawaiian affairs or by third parties to which the office of Hawaiian affairs conveys the parcels. Requires the office of Hawaiian affairs and any developer to provide written notice to any tenant or resident of potential aircraft related nuisances before entering into a lease, and to assess and propose mitigation efforts to address aircraft related nuisances in development plans and proposals. Requires each executive department to identify departmental facilities that may be vulnerable to flooding and other impacts of sea level rise and assess options for mitigating the effects of sea level rise on those facilities.
Amends the definition of "personal information" for the purpose of applying modern security breach of personal information law. Prohibits the sale of geolocation information and internet browser information without consent. Amends provisions relating to electronic eavesdropping law. Prohibits certain manipulated images of individuals.
Beginning 07/01/2022, requires sellers to disclose whether the real property lies within the sea level rise exposure area designated by the Hawaii climate change mitigation and adaptation commission or its successor.
Eliminates the mortgage interest deduction for second homes under Hawaii income tax law. Requires the department of taxation to calculate the savings and transfer an equivalent amount of income taxes to the director of finance for deposit into the rental housing revolving fund.

Establishes a digital identification pilot program to be implemented by the director of transportation and administered by the examiner of drivers for each county. Requires the director of transportation to acquire or develop a mobile application that displays digital identification required for drivers' licenses and civil identification cards. Repeals on June 30, 2022.
Limits the government's use of facial recognition systems, except in certain circumstances. Does not apply to personal use of a privately owned facial recognition system when acting in an unofficial capacity.
Allows any number of members of a board to attend an informational meeting or presentation on matters relating to official board business and conduct private meetings with legislators without meeting public meeting requirements.
